The <br /> report documents the soil vapor extraction (SVE) system optimization testing and confirmation <br /> sampling activities at the Lincoln Village Shopping Center (Site) and requests a No Further <br /> Action Determination for on-Site source area soils from the Central Valley Water Board. <br /> The Site is a retail shopping center of approximately 30 acres. Historical waste disposal <br /> practices and documented spills from dry cleaning businesses resulted in the contamination of <br /> soil and groundwater beneath the Site. Tetrachloroethene (PCE) and its degradation products <br /> are the primary constituents of concern in the groundwater, soil, and soil vapor at the Site. <br /> To date, five phases of interim remedial actions have been implemented at the Site (see <br /> attached memorandum) to reduce the concentrations of PCE and its degradation products in <br /> soil and groundwater. In September 2012, the Central Valley Water Board staff requested that <br /> the Trust conduct a PCE source area-focused SVE system optimization test in historically high <br /> concentration source areas, followed by a round of soil vapor confirmation samples to ensure <br /> that the SVE system had reached its effective removal limit. With our concurrence and on behalf <br /> of the Trust, Geosyntec conducted the SVE system optimization measures (system pulsing) and <br /> confirmation soil vapor sampling activities between November 2012 and February 2013, and <br /> summarized its findings in the Report. The Central Valley Water Board staff reviewed the <br /> Report and responded in a letter dated 2 August 2013. As stated in the staff's response letter, <br /> the most recent soil gas data indicate that the PCE concentration levels are below the California <br /> Human Health Screening Level (CHHSL) for commercial use of the property. A few of the soil <br /> gas data points exceeded the CHHSL for residential use of the property. However, the soil <br /> vapor concentrations of PCE in those small, limited soil areas will continue to dissipate and <br /> would not be expected to threaten groundwater or cause an excessive health risks even if the <br /> property were eventually converted to residential use. As such, with regards to the soils only, <br /> staff does not believe that a land use covenant or deed restriction is necessary for this Site. <br /> A Public Notice of the proposed No Further Action Determination for the Site's soils was posted <br /> to Geotracker and on-site in the property manager's office.
