Project Understanding <br /> The purpose of this scope of work will be to install,operate,and monitor a soil vapor extraction and <br /> groundwater air spargtng remediation system that will reduce the petroleum hydrocarbon levels to achieve <br /> MCLS PHS-EHD will measure against the highest contaminant level recorded from groundwater <br /> sampling events Quarterly monitoring reports,that will include both remediation progress data and <br /> summary and groundwater monitoring data,will document the status of the clean-up and, ultimately, <br /> substantiate rationale for site closure Because the system is operating in the San Joaquin Valley Unified <br /> Air Pollution Control District (APCD), a start-up report will be required within 60 days of initial start-tip, <br /> with weekly sampling and quarterly repoits thereafter <br /> Cost Savings There is an opportunity to reduce the weekly monitoring requirements by demonstrating the <br /> system's effectiveness in destroying hydrocarbons through efficiency rate documentation and proper <br /> operation and maintenance records <br /> Site histol y <br /> Between August 1986 and June 1988 all known USTs were removed from the Montgomery Ward Auto <br /> Center, which was formerly a Unocal retail service station The soil and groundwater petroleum <br /> hydrocarbon contamination was delineated between 1996 and 1997 In January 1998 EAI submitted an <br /> Interim CAP to address soil remediation requested by the PNS-EHD In March 1998 the PHS-EHD also <br /> requested groundwater contamination to be addressed The CAP completed in July 1998 concluded that <br /> the site contamination could best be remediated by a combination soil vapor extraction and groundwater <br /> air sparging remediation system <br /> WORKSCOPE <br /> Please note that unless specifically stated in our workscope, or if site conditions/your client warrant a <br /> change in the wort.approach, Fluor Daniel GTI will adhere to the EAI's July, 1998 CAP <br /> Schedule (Figure 1) <br /> Our schedule, directly following the letter, depicts the tasks and timeframe required for the installation of <br /> the soil and groundwater remediation system This schedule assumes a Notice-to-Proceed of September <br /> 30, 1998, with the on-site construction and system start-up to be completed on or before January 30, 1998 <br /> In San Joaquin County,the permit to construct(which is issued from the APCD)typically takes 60 to 90 <br /> days to obtain Fluor Daniel GTI intends to have all the subsurface and utility work completed and the <br /> equipment ordered before the permit to construct Is issued This should allow system start-up before <br /> January 30, 1999 <br /> Task 1 Health and Safety Plan Preparation <br /> Fluor Daniel GTI will prepare or modify the existing site-specific health and safety plan to comply with 29 <br /> CFR 1910 120 and address installation remediation system workscope At a minimum, our field personnel <br /> wil l have completed a 40-hour OSHA Training, and have a current 8-hour Refresher Course Certificate <br /> Fluor Daniel GTI recently completed over 5 million work hours without a lost time mcident—a credit to <br /> our safety commitment and ongoing employee training programs This statistic translates into Fluor Daniel <br /> GTI being 47 times"more safe"than the average environmental consulting company <br /> • <br /> MGWCAP5O WPb FLUOR DANIEL GTI 90 <br /> 2 <br />
