/O'T H t 1 <br /> WINE GROUP <br /> 13 January 2026 <br /> Mr. Johnnie Tucker <br /> California Regional Water Quality Control Board, Central Valley Region <br /> 11020 Sun Center Drive#200 <br /> Rancho Cordova, CA 95670 <br /> Subject: Response To: Report of Recent Inspection, Franzia Winery D.B.A. The Wine Group, San <br /> - Joaquin County <br /> Dear Mr. Tucker: <br /> The Wine Group (TWG) received the recent Report of Recent Inspection following the site visit from the <br /> Central Valley Regional Water Quality Control Board (CRWQCB) on 9 September 2025. The letter <br /> includes the following requirement. <br /> Additionally, as discussed immediately prior to the inspection, based on a review of the quarterly <br /> monitoring reports several of the groundwater monitoring wells have been reported as dry or as having <br /> insufficient water to sample for several quarters. Failure to maintain the groundwater monitoring network <br /> prevents you from complying with the monitoring and reporting requirements in Monitoring and Reporting <br /> Program 95-097. <br /> As agreed to, by 15 January 2026, please submit a Groundwater Monitoring Network Evaluation Report <br /> (Report) The Report shall evaluate if there is a sufficient number of groundwater monitoring wells that <br /> contain sufficient water to evaluate changes in water quality at the site. If the Report concludes that <br /> additional groundwater monitoring wells are necessary, then the Report shall include a Monitoring Well <br /> Installation Work Plan and proposed schedule to complete the work. <br /> TWG has conducted an initial review of the groundwater monitoring network information that is <br /> summarized in quarterly reports submitted to the CRWQCB. Attachment A shows the locations of the <br /> five existing groundwater monitoring wells at the site. Monitoring wells MW-3 and MW-5 have been dry <br /> since 2018, while MW-4 has been dry intermittently over the last several years. The figure below shows <br /> time duration on the X-Axis and groundwater elevation in feet above mean sea level (AMSL) on the Y- <br /> Axis for MW-3, MW-4, and MW-5. The figure also shows the elevation of the bottom of the screened <br /> interval for each well. This graph shows overall decline in water levels in the regional aquifer and TWG <br /> proposes to replace the three dry wells. The replacement wells will likely be located adjacent to the <br /> existing dry wells as the location of the existing network is appropriate to monitor groundwater <br /> upgradient and downgradient of the land application area. The replacement wells will have deeper <br /> screened intervals that will be determined based on water level information available for the regional <br /> aquifer. <br />
