WGR <br /> Southwest, Inc. <br /> The subject site is a relatively level property with a slight slope downward toward the south. Its <br /> elevation ranges from approximately five to seven feet above MSL. The ground surface of the <br /> site is covered by a combination of exposed soil, weed and other native vegetation, concrete, <br /> what appears to be concrete slurry containing imprinted tire tracks and embedded debris, sand, <br /> asphalt,a tar-like substance,piles of mixed debris,and metal plates. <br /> Geologically, the property is underlain by alluvial deposits of Quaternary Age, which in turn <br /> overlie sedimentary rocks of Cretaceous to Tertiary age deposited upon crystalline basement <br /> rocks. The USDA Soil Conservation Service (SCS) has identified the soil underlying the site as <br /> the "YELLOWLARK" soil component which has a surface texture of gravelly loam. <br /> YELLOWLARK soils consist of interbedded sands, silts, clays, and gravels in varying <br /> combinations with fine-grained soils, predominantly clays, generally increasing in abundance to <br /> a depth of at least five feet below grade. The USDA has classified this component as "Class C" <br /> based on hydrologic conditions, indicating soils with slow infiltration rates, containing layers <br /> that impede the downward flow of water with moderately fine or fine textures. The USDA <br /> classifies the soils as having moderate corrosion potential and pH values ranging from 5.10 to <br /> 6.50. The soils are considered well drained with an intermediate water holding capacity. <br /> 4.0 SITE HISTORY <br /> The property was leased by Industrial Service Corporation (ISC) from 1975 to 1987 and used <br /> primarily as a facility for the cleaning, disinfecting and recoating of railroad cars and for the <br /> processing and reclamation of edible oils. During this time hazardous materials and petroleum <br /> products were stored on site and transported on and off the property. <br /> From 1990 to 1995, Falcon Energy Associates (Falcon) leased the property and used it for a <br /> variety of business operations. They included transloading substances from tanker railcars to <br /> tank trucks; handling and storing used drums and USTs; storing and transporting hazardous and <br /> nonhazardous materials; recycling agricultural biomass; and thermally treating petroleum <br /> hydrocarbon impacted soils. <br /> 704.
