W GIK <br /> • SOU(thwest, llnnc. <br /> 4.2 Site Features <br /> The layout of the site is depicted in the attached Site Plan included as Figure 2. The site <br /> topography is relatively flat and the majority of the site surface is unpaved, with areas of <br /> sparse weedy native vegetation. A warehouse with an attached office building is located in the <br /> northwest site corner. An unpaved parking area is situated between the building and Navy <br /> Drive to the west, and a truck scale is located along the south side of the office. A curved <br /> railroad spur extends across the site from the northwest toward the east, and a railcar scale is <br /> located near the northwest rail entrance. <br /> A welding shop is located in the southwest corner of the site adjacent to the South Ditch. A <br /> vehicle maintenance shop is located northeast of the welding shop and has an equipment <br /> wash-down area adjacent to the north. The wash area is a concrete pad surrounded on three <br /> sides by a concrete containment wall approximately 12 to 15 inches high. An above ground <br /> water treatment system consisting of several plastic tanks and drums interconnected with PVC <br /> piping is located on the wash pad along the exterior shop wall. <br /> • Immediately west of the maintenance shop is a stationary 3,000-gallon divided above ground <br /> storage tank (AST). It contains diesel and unleaded gasoline fuel and sits on a concrete pad. <br /> An older 350-gallon portable diesel AST is stored near the stationary AST. Both tanks are <br /> surrounded by a secondary containment soil and rock berm. A hazardous materials container <br /> storage area is located north of the maintenance shop. East of the container storage area,there <br /> are remnants of an abandoned shredder and hammer mill which have been recently dismantled <br /> and removed from the Learner site. A PG&E electrical substation, enclosed by a chain link <br /> fence with barbed wire along the top, is located east of the welding shop along the South <br /> Ditch. The power lines to the substation are disconnected indicating it is inactive. <br /> Numerous very large stockpiles and scattered areas of scrap metal are located throughout the <br /> site. Most of the piles appear to be composed of mixed metal objects and scraps of a wide <br /> range of type, size and composition. In a few areas the metal is sorted into stockpiles of <br /> similar materials, such as hardware, engine blocks or shredded tin. The piles rest directly on <br /> bare soil, and in many areas, metal debris is mixed into the surficial soil. This is particularly <br /> apparent in the southeastern part of the site along the banks of the South Ditch where a large <br /> amount of apparent automotive debris, including rubber and metal, is embedded in the <br /> surficial soil. <br /> • <br /> 704.
