Southwest, Inc. <br /> WORK PLAN FOR INITIAL SITE ASSESSMENT <br /> Reid Drive at Luce Avenue <br /> Port of Stockton <br /> Stockton, CA 95203 <br /> 1.0 INTRODUCTION <br /> This work plan has been prepared by WGR Southwest, Inc. (WGR) on behalf of Yara North <br /> America, Inc. in accordance with San Joaquin County Environmental Health Department <br /> (SJCEHD) application requirements for a permit to drill. San Joaquin County Ordinance Code <br /> requires submittal of a work plan in addition to a well permit application "if the purpose of <br /> drilling/boring is to identify the presence, absence or extent of soil or groundwater <br /> contamination."' <br /> The site assessment is to be performed on the area within Parcels 27, 56 and 64 in the Port of <br /> Stockton, Stockton, California. A Phase I Environmental Site Assessment prepared by WGR in <br /> July 2007 identified several recognized environmental conditions on the property. Yara North <br /> America (Para), a future tenant of the Port of Stockton, requested an initial site assessment to <br /> establish baseline conditions prior to the commencement of Yara's tenancy. <br /> 2.0 SITE SETTING <br /> The subject site is situated within an industrial area in the northeast area of the West Complex of <br /> the Port of Stockton. The U.S. Navy had a parcel system for its properties, and the subject <br /> property is present in Navy parcel designations 27, 56 and 64. It is situated directly south of <br /> Embarcadero Avenue, east of Lipes Drive,west of James Drive, and north of Luce Avenue. <br /> Parcel 27 is an open area that includes small buildings designated 212 and 212B, constructed in <br /> the 1980s.
