Box 2009
Stockton, California 95201
SOLICITATION OF APPLICABLE OR RELEVANT AND APPROPRIATE
REQUIREMENTS
Dear Ms. Hinson:
The Defense Distribution Region West, Sharpe Site (Sharpe)
has requested the identification of applicable, relevant and
appropriate requirements (ARARs) for remediation of soil and
additional ground water contamination at Sharpe, known as
Operable Unit 2 - Comprehensive Site-Wide Remediation. The
nature and extent of contamination that comprises Operable Unit 2
is detailed in Enclosure 1.
The Department Toxic Substances Control (Department) , as the
lead State agency and a signatory to the Sharpe Federal
Facilities Agreement (FFA) , is responsible for identifying
California State ARARs for response actions taken under the FFA.
As such, the Department has agreed to solicit and consolidate
recommended State ARARs from other State and local environmental
and/or public health agencies, as appropriate. The Department
requests that your agency identify and provide any appropriate
ARARs for each of the alternatives being considered for
remediation of the soil and remaining ground water contamination
at Sharpe. The various alternatives are described in
Enclosure 2 .
The ARARs will be utilized in the evaluation and
determination of the best technologies to treat the contamination
at this site and will be used as part of the remedy selection
process. Please include a copy, or the appropriate cite of the
statue, regulation, code, etc. , that you have identified as an
ARAR. Additionally, the Department requests a draft of the
substantive requirements/draft permit, if such
requirements/permits would normally be necessary, be included as
a part of your agency's response to this ARARs solicitation.
Your ARARs determination and the draft substantive requirements
will be used by Sharpe to produce a site specific evaluation of
the regulatory requirements represented in your ARAR
determination.
"ARARs" , as defined in the Sharpe FFA, are "legally
applicable" or "relevant and appropriate" standards,
n
JS
PrinteO RaMW PaWr
