In compliance with SPCC requirements, daily, monthly, and annual inspections of <br /> the bulls oil storage tanks and other storage containers are conducted. The <br /> inspections focus on potential spill sources, such as the tanks, transfer points and <br /> loading and unloading areas. Any visible oil leaks will be promptly corrected. <br /> Any observed condition that is causing, or could result in, a loss of oil will be <br /> promptly reported and corrected. <br /> A facility employee performs a complete walk-through of the facility each day of <br /> operation. This daily visual inspection involves: (1) looking for tank/piping <br /> damage or leakage, stained or discolored surfaces; (2) verifying that AST and <br /> drum openings are securely closed; (3) verifying that there have not been any <br /> spills in the fuel dispensing areas. These inspections are not documented unless <br /> there is an issue. <br /> The Monthly AST System Inspection Checklist and SPCC Annual Inspection <br /> Form are provided Appendix A. The completed monthly and annual inspection <br /> forms, the written procedures and a record of the inspections and testing will be <br /> maintained in accordance with usual and customary business practices for a <br /> period of three (3) years. <br /> Appropriate testing (i.e., hydrostatic, ultrasonic, etc.) of the tank(s) will be <br /> conducted if results of monthly and annual inspections indicate a deterioration of <br /> the tank(s) condition or if a leak is evident or per the recommendations found in <br /> industry standards. <br /> CHCF conducts daily, monthly, and annual inspections of the ASTs with the <br /> manufacturer's maintenance checklist forms provided in Appendix A and with the <br /> STI SP001 Monthly and Annual inspection Checklist. <br /> 4.6 Personnel Training and Discharge Prevention Procedures (40 CFR <br /> 112.7 (f)) <br /> (1) Petroleum products handling personnel are properly <br /> instructed in the operation and maintenance of equipment <br /> required to prevent petroleum products discharges, <br /> discharge procedure protocols, applicable pollution control <br /> laws, rules, and regulations, general facility operations, and <br /> the contents of the facility SPCC plan. <br /> (2) The facility has a designated person who is responsible for <br /> spill prevention and who reports to facility management. <br /> This person is designated in Section 2.5. <br /> (3) Spill prevention and response training is provided for the <br /> operations personnel on an annual basis. <br /> 4.7 Security (40 CFR 112.7(g)) <br /> (1) The entire site is secured with maximum security chain- <br /> linked fences with razor wire. Access to the facility is <br /> through a single gate off of South Austin Road. Access is <br /> restricted to authorized personnel. The gates are locked and <br /> the facility is attended 24 hours a day, seven days a week, <br /> 365 days a year. <br /> 8411599 Page 10 <br />
