(2) -The meter flow valves from all of the tanks are locked in <br /> the open position when the ASTs are operating, except <br /> when the ASTs are shutdown. <br /> (3) The starter controls on pumps are located in an area <br /> accessible only by authorized personnel. <br /> (4) The loading and unloading connections are capped when <br /> not in service for an extended period of time. <br /> (5) The facility is provided with sufficient lighting to allow the <br /> discovery of spills during the hours of darkness, by <br /> operating personnel and by the non-operating personnel. <br /> Lighting is also sufficient to deter spills caused by acts of <br /> potential inmate vandalism. <br /> 4.8 Facility Tank Car and Tank Truck Loading/Unloading Rack (40 CFR <br /> 112.7(h)) <br /> (1) Tank truck unloading operations are performed under <br /> contract to a licensed distributor of petroleum products <br /> utilizing unloading procedures and maintaining standards <br /> meeting all requirements and regulations of the United <br /> States Department of Transportation. The driver is <br /> responsible for the inspection of all hoses and connections <br /> before filling and prior to departure from the facility. <br /> The loading/unloading area drainage flows into the same <br /> areas discussed in section 4.2.1. <br /> (2) Delivery trucks are equipped with break interlock hookups <br /> that prevent the truck from being moved while delivery <br /> operations are underway. <br /> (3) The delivery trick operators are required to inspect hoses <br /> and connections prior to beginning delivery operations. <br /> 4.9 Above Ground Container Repair (40 CFR 112.7(i)) <br /> If an above ground container undergoes a repair, alteration, reconstruction, or a <br /> change in service that might affect the risk of a discharge or failure due to brittle <br /> fracture or other catastrophe, it will be evaluated by a certified inspector per STI <br /> Standard SP001. Similarly, if the above ground container has discharged oil or <br /> failed due to brittle fracture failure or other catastrophe, the container will be <br /> evaluated by a certified inspector per STI Standard SP001 and appropriate repairs <br /> made. <br /> 8411599 Page 11 <br />
