i
i
5.0 ADDITIONAL REQUIREMENTS (40 CFR 112.8)
In addition to the minimal prevention standards listed in 40 CFR 112.7,
this section includes a discussion of conformance with the applicable
SPCC Plan guidelines and other effective spill prevention and containment
procedures used at this facility.
5.1 Facility Drainage (40 CFR 112.8 (b))
(1) Diked storage areas are provided at the Generator Yard
ASTs and fuel piping to prevent a discharge into the
drainage system. Storm water is pumped from the diked
area to the drainage system only after water accumulation
is inspected to ensure no oil will be discharged. If oil
product is present in accumulated storm water, the store
water will be pumped to a drum and disposed of in
accordance with applicable regulations.
• In the unlikely event that a spill escaped the ASTs
secondary containment, it would flow to one of the
drainage inlets which flow to the storm water detention
basin where a spill would be retained in the facility.
(2) Fully-stocked spill kits are maintained onsite in the event of
a discharge or spill at one of the AST locations on site.
5.2 Storage Tanks (40 CFR 112.8 (c))
(1) Storage tanks are in accordance with applicable API and
local construction codes for storage tanks. The ASTs and
container volumes, contents, construction, and locations are
listed in Table 3-1.
(2) All bulk containers are double-walled providing secondary
containment.
(3) Diked storage areas are as described in Section 5.1.
(4) There are no buried metallic storage tanks at this facility.
(5) There are no partially buried metallic storage tanks at this
facility.
(6) All of the ASTs at the facility are visually inspected daily
when in use by operations personnel. They are also
thoroughly inspected monthly and once a year. Integrity
testing is conducted on each facility AST monthly per the
Onsite Integrity Testing Procedures in Appendix A.
Records of tank inspections are kept at the facility in
accordance with usual and customary business practices for
a period of three (3) years.
(7) None of the tanks at the facility have internal heating coils.
(8) A spill due to overfill is avoided by the confirmation of the
ordered product quantity and requiring verification of
delivery quantity on the tanker truck's order forms. Tanks
are marked with their tank capacities. The fueling operator
8411599 Page 12
i
