remains with, and monitors with direct vision gauges, the
fuel level in the tank at all times to avoid a spill due to
overfilling. ASTs have mechanical overfill prevention
valves included. Delivery truck operators are required to
inspect hoses and connections prior to beginning delivery
operations and delivery trucks are equipped with break
interlock hookups that prevent the truck from being moved
while delivery operations are underway. Direct vision
gauge liquid level sensing devices on ASTs are tested on an
annual basis by manually measuring the depth of product in
the tank and correlating it with the gauge readout depth.
Any difference in reading greater than one inch will be
reported to the tank manufacture for corrective gauge
maintenance or gauge replacement.
(9) There are no effluent treatment facilities.
(10) Any visible leaks at the facility detected during inspections
are promptly corrected.
5.3 Facility Transfer Operations, Pumping, and Facility Process (40 CFR
112.8(d))
(1) There are no buried pipes in use at the facility.
(2) Pipes that are not in service for an extended period of time
are capped or blind flanged and marked as to their origin.
(3) All pipe supports are properly designed to minimize pipe
abrasion and corrosion and allow for expansion and
contraction.
(4) All aboveground piping and valves when in operation are
visually inspected on a daily basis by operations personnel.
A thorough inspection is also performed monthly and once
a year in which, assessments of the general condition of
above ground piping and related components are
performed. Any buried piping installation, modification,
construction, relocation, or replacement will have an
integrity test conducted.
(5) All aboveground piping, is located outside of vehicular
travel zones and are protected by pipe bollards to prevent
vehicles from striking them.
8411599 Page 13
