Proposed Cineplex Site <br /> Soil &Groundwater Sampling Repor. <br /> Page: 3 <br /> Building 6: 125 Bridge Place (not included in project) <br /> The State of California Department of Corrections currently occupies this three- <br /> story building for administrative purposes. No electrical transformers or emergency <br /> generators were observed or reported within the building. No floor drains or sump <br /> pumps were observed within the basement. <br /> Building 7: 145 North Hunter Street (not included in project) <br /> A market, a small print shop, offices, and residential apartments occupy this two- <br /> story building. <br /> Building 8: 145 East Weber Street <br /> The Stockton Hotel formerly occupied this five-story building. Radio stations, <br /> along with several small street front businesses along East Weber Avenue, were <br /> also previously located within the building. The building has been vacant for <br /> approximately 10 years, and was last occupied by the County of San Joaquin for <br /> administrative purposes. <br /> A Phase I Assessment by ENSR revealed the following environmental concerns in <br /> connection with the .subject site: <br /> Gasoline and low levels of gasoline constituents have been detected in soil and <br /> groundwater at the former American Savings Bank (ASB) property at 222 North El <br /> Dorado Street (Site 94), likely due to its past use as an automobile repair facility. <br /> The site was a SLIC site under active oversight by the California Regional Water <br /> Quality Control Board (RWQCB) - Central Valley Region. The site had undergone <br /> four quarters of groundwater monitoring in 1998. <br /> In April 1999, Avalon Environmental Consultants submitted a Site Specific Human <br /> Health Risk Assessment report indicating that there is no risk to human health or <br /> groundwater from this site based on existing site use and conditions existing at the <br /> time of the assessment. Closure of the site was approved in April 2000 by RWQCB <br /> in a letter by Philip Isorena and Wendy Cohen (Appendix A). <br /> Goodyear Tire Services, formerly located on the subject site at 130 N. El Dorado <br /> Street (Site #5), is listed on the UST database. ENSR reviewed files related to this <br /> site at the PHS-EHD. According to files reviewed at the PHS-EHD, a 500-gallon <br /> waste oil UST was removed from the site on January 14, 1987. In a letter, dated <br /> February 10, 1994, the PHS-EHD confirmed the completion of the tank removal <br /> investigation for the UST, and stated that no further action was required at that <br /> time. <br /> Much of the city block bound by East Miner Avenue to the north, North Hunter <br /> Street to the East, Channel Street to the south, and North Dorado Street to the west <br /> has historically been occupied by automobile repair service facilities and garages, <br /> laundering facilities, and print shops, from the 1900s to the 1980s. <br /> A Sanborn fire insurance map, dated 1917, also indicates the presence of <br /> underground tanks along North Hunter Street, Channel Avenue, and North El <br />
