It is <br /> likely that hydrocarbons previously in the groundwater have been stranded in <br /> the soil . In addition, we wish to avoid delaying further the installation and <br /> operation of a remediation system by eliminating the need for an NPDES <br /> permit. Consequently, we are revising the plan to include proposals to <br /> satisfy the concerns you have raised and to address the fluctuating <br /> groundwater table. <br /> We will submit the revised Problem Assessment Report to your office and RWQCB <br /> by February 16, 1990.
