The chronology is <br /> from January 1991 to the present. <br /> January 1991 EA prepared an executive summary describing <br /> subsurface investigations, remedial alternatives, the <br /> proposed remediation system, and associated risks; the <br /> executive summary was prepared for public review and <br /> comment in order to qualify the work plan as a formal <br /> remedial action plan. <br /> February—April 1991 Vapor extraction wells, vapor monitoring wells, water <br /> reinjection wells, groundwater recovery well RW4, and <br /> monitoring well MW12 were instated as proposed in <br /> the work plan. <br /> 2 May 1991 J. Maughan of the Central Valley Regional Water <br /> Quality Control Board (RWQCB) indicated to EA 1 <br /> engineers that an application for a Waste Discharge <br /> Permit would take up to three months to review; he <br /> would refer the review to P. Leary of their offices. On <br /> 30 May 1991, P. Leary of the RWQCB indicated that <br /> she could not approve of reinjection without authority <br /> from EPA Region 9. On 31 May, G. Robin of the <br /> EPA indicated that the RWQCB could review and - <br /> approve the application; he would inventory the wells to <br /> facilitate review. <br />
