Guensler
Environmental Engineer
Exxon Company, U.S.A.
2300 Clayton Road, Suite 1250
Concord, California 94520
RE: Summary of activities toward the remediation of former Exxon RS 7-3942,
4444 Pershing Avenue, Stockton, California
Dear Ms. Guensler:
Below is a list of activities EA has performed on behalf of Exxon. The chronology is
from January 1991 to the present.
January 1991 EA prepared an executive summary describing
subsurface investigations, remedial alternatives, the
proposed remediation system, and associated risks; the
executive summary was prepared for public review and
comment in order to qualify the work plan as a formal
remedial action plan.
February—April 1991 Vapor extraction wells, vapor monitoring wells, water
reinjection wells, groundwater recovery well RW4, and
monitoring well MW12 were instated as proposed in
the work plan.
2 May 1991 J. Maughan of the Central Valley Regional Water
Quality Control Board (RWQCB) indicated to EA 1
engineers that an application for a Waste Discharge
Permit would take up to three months to review; he
would refer the review to P. Leary of their offices. On
30 May 1991, P. Leary of the RWQCB indicated that
she could not approve of reinjection without authority
from EPA Region 9. On 31 May, G. Robin of the
EPA indicated that the RWQCB could review and -
approve the application; he would inventory the wells to
facilitate review.
