OUTLINE' FOR RAp (WITH WAIVER OF SECTION 25356 . 1 (d) <br /> REQUIREMENTS) . <br /> Section 25356.1 requires that all RAPS be prepared <br /> pursuant to section 25350, the NCP, and be based upon all <br /> of the factors contained in section 25356. 1 (d) (1) through <br /> (6) . However, DTSC may waive these requirements if the RP <br /> prepares a RAP "equivalent" document that meets all the <br /> requirements of section 25356.1 (h) (3) . DTSC may waive the <br /> requirements for a listed site where all of the following <br /> apply: <br /> a) An adequate .characterization by the RP of the <br /> hazardous substance conditions -at the site . <br /> b) The RP must submit, in a format acceptable to DTSC, <br /> all of the following information: <br /> • A description of the. techniques and methods to be <br /> used in excavating, storing, handling, <br /> transporting, treating and disposing of material <br /> from the site. <br /> 0 A list of the alternative remedial measures which <br /> the RP considered when selecting the proposed <br /> removal action. <br /> • A description of methods that will be employed <br /> during the removal action to ensure the health and <br /> safety of workers and the public during the <br /> removal action. <br /> A description of prior removal actions with <br /> similar hazardous substances and with similar <br /> public safety and environmental considerations . <br /> 12 - 11/16/95 <br />
