SPCCP Review Time Frame <br /> The Coordinator reviews this Plan on an annual basis. If necessary, the Coordinator <br /> updates this Plan to reflect any "administrative changes" that are applicable, such as <br /> personnel changes or revisions to contact information, such as phone numbers. <br /> Administrative changes must be documented in the Plan review log, included as Table 1 <br /> but do not have to be certified by a PE. <br /> 2.0. PLAN ADMINISTRATION AND FACILITY INFORMATION <br /> This section describes non-technical information for this Plan as approved by Facility <br /> management. <br /> 2.1. MANAGEMENT APPROVAL AND DESIGNATED PERSONNEL - 40 CFR 112.7 <br /> Facility management is committed to preventing discharges of oil to navigable waters and <br /> the environment, and to maintaining the highest standards for SPCC through the <br /> implementation and regular review and amendment to this Plan. Additionally, Facility <br /> management has fully approved and committed the necessary resources to implement <br /> the measures described in this Plan. <br /> Administrative Facility management certification is provided on the page located prior to <br /> the table of contents of this Plan. The administrative Facility management certification <br /> page also indicates Facility personnel accountable for SPCC at the Facility. <br /> 2.2. TECHNICAL PROFESSIONAL ENGINEER CERTIFICATION - 40 CFR 112.3(d) <br /> The technical PE certification is provided on the page located prior to the table of contents <br /> of this Plan. The PE is familiar with the requirements of Part 112 of Title 40 of the Code <br /> of Federal Regulations [40 CFR part 112] and has visited and examined the Facility or <br /> has supervised examination of the Facility by appropriately qualified personnel. The <br /> certifying PE attests that this Plan has been prepared in accordance with good <br /> engineering practice, including consideration of applicable industry standards and the <br /> requirements of 40 CFR part 112; that procedures for required inspections and testing <br /> have been established; and that this Plan is adequate for the Facility [40 CFR 112.3(d)]. <br /> The PE certification in no way relieves the owner or operator of the Facility of his/her duty <br /> to prepare and fully implement this Plan in accordance with the requirements of 40 CFR <br />
