01 August 2019 AdvancedGeo
AGE Project No. 05-1278 Environmental
3.5.2. Unloading Area
The unloading area is slightly sloped to provide minimal containment from hose and
connection leaks during unloading or fueling of Facility vehicles.
3.5.3. Transfer Areas
Drip pans are placed under fill ports for all ASTs and used to catch leaks from the
piping/hose connections. Buckets are used to catch spill or leaks from hose
connections/transfers. Sorbent material is placed in spill cleanup kits, along with
adsorbent booms and other portable barriers. The spill kits are located outside the
southeast corner of the Facility Truck Repair Shop building in 55-gallon drums storage
and in near the gasoline and diesel ASTs loading area, next to the ASTs (Figure 2).
The spill kits are positioned for rapid deployment should a spill occur, such as spills
associated with overfills or hose rupture from the fuel dispenser. The response equipment
inventory for the facility is listed in Appendix E of this Plan. The inventory is checked
monthly to ensure that used material is replenished.
3.5.4. Drainage System
The Facility drainage slopes toward two storm drains located on the southwest section of
the property, immediately east of the AST secondary containment area (Figure 2). Runoff
is processed through an adjacent oil/water separator and processed into a sump. Runoff
in the sump is pumped and stored in a nearby water holding tank. Water is then either
discharged into a nearby drainage ditch or pumped out (i.e. vacuum truck) and disposed
of to a treatment facility under manifested tracking record. Facility staff gauge and monitor
all discharges.
3.6. PRACTICABILITY OF SECONDARY CONTAINMENT - 40 CFR 112.7(d)
The Facility management has determined that secondary containment is practicable at
this facility and the facility has secondary containment.
3.7. INSPECTIONS, TESTS, AND RECORDS - 40 CFR 112.7(e)
As required by the SPCC rule, the Facility performs the inspections, tests, and evaluations
as summarized in Table 6. The inspections and tests are described later in this section,
and in the respective sections that describe different parts of the facility (e.g., Section
4.2.6 for ASTs).
