v Clayton <br /> ENVIRONMENTAL <br /> CONSULTANTS <br /> Mr. Robert Wooton Page 10 <br /> Stockton Savings Bank Clayton Project No. 70448.00 <br /> August 30, 1996 <br /> (PCBs). Mr. Martin stated that the elevator basin was collecting water during this <br /> past winter and was overflowing. The flooding created a hazard to employees, so the <br /> area was roped off. Mr. Martin stated that the oil odor was caused by this flooding. <br /> • Fluorescent lighting is located in the basement. A few of the lighting ballasts was <br /> visible. The ballasts appeared to be relatively old ballasts, and the labels did not <br /> state that the ballasts were non-PCB containing. Ballasts with labels not stating PCB <br /> content are generally assumed to contain PCBs. <br /> • A shop is located in the basement, and hazardous materials were observed in the <br /> shop. The following approximate volumes were observed: <br /> 10 gallons of paint and stains <br /> 1 gallon of pesticides <br /> - 1 pint of metal polish <br /> - 2 gallons of thinner <br /> In closets on several floors of the building, Clayton observed approximately 10 <br /> gallons of various cleaning compounds such as detergents and disinfectants. <br /> CONCLUSIONS <br /> Clayton has performed an update to a Phase I Environmental Site Assessment in <br /> conformance with the scope and limitations of ASTM Practice E 1527-94 of the subject <br /> property. This assessment update has revealed no evidence of recognized environmental <br /> conditions in connection with the property except: <br /> • The VISTA report identified 97 sites with documented environmental conditions <br /> within specified search parameters of the subject property. There is potential that the <br /> subject property has been impacted by petroleum releases at four of these sites based <br /> on the locations of these sites, the groundwater flow direction, and/or the magnitude <br /> or nature of the conditions at these sites. These sites are: County Parking <br /> Garage/County Motor Pool, 130 North Hunter Street; Weber Enterprises, 141 North <br /> El Dorado Street; Canlis Building, 24 South Hunter Street; and the San Joaquin <br /> County OES, 222 East Weber Street. <br /> • The fuel tank and boiler once located onsite in the basement were removed. Based <br /> on the findings of the UST locator, a section of the remote fill pipe is still present <br /> underneath the sidewalk. There is potential that soil contamination is present in the <br /> shallow soils near the remote fill pipe. <br /> • An old freight elevator is located onsite and apparently is Ieaking or leaked hydraulic <br /> oil. The hydraulic oils used in the elevator may have contained PCBs. The odor of <br /> hydraulic oil is strong in the vicinity of the elevator. The elevator mechanism is <br /> located in a sump beneath the elevator, and water has collected in the sump. <br /> K AEM RT70448170448800.232 <br />
