Spill Prevention Control and Countermeasure Plan
Food Express, Inc.
1250 Madruga Road
FOOD EXPRESS, JNC. Lathrop, California 95330
May 2020
Page 18
SPCC PLAN REQUIREMENTS FOR ONSHORE, NOW
PRODUCTION, FACILITIES [40 CFR 4112.81
Per 40 CFR§112.8(a), this facility is also required to comply with the specific discharge prevention
and containment procedures for an onshore, non-production facility as follows:
12.0 FACILITY DRAINAGE [40 CFR §112.8(6)]
12.1. REGIONAL DRAINAGE
The local topography is relatively flat with very little natural ground slope. Consequently, during
the rainy season storm water drains into street-side drainage ditches that flow into the San
Joaquin River. The San Joaquin River converges with the Sacramento River in the San Joaquin
Delta. The San Joaquin Delta flows through the Carquinez Straights into the San Francisco Bay
that empties into the Pacific Ocean.
12.2. FACILITY DRAINAGE AND PREDICTED OIL FLOW DIRECTION
Figure 2 shows the location of the storm drains and the flow path of liquids. The fueling island is
the only area that drains into a drain which is connected to the detention/retention basin at the
south end of the property. The remaining parts of the facility are graded to either 1)flow by sheet
flow into the same detention/retention basin at the south end of the property or 2) flow by sheet
flow off the property.
12.3. DRAINAGE FROM DIKED AREAS [40 CFR §112.8(6)(1)]:
There are no diked areas at the facility that would accumulate precipitation and thereby require
draining.
12.4. MANUAL VALVES ON DIKED AREAS [40 CFR§112.8(6)(2)]:
Not applicable since there are no trans-wall conduits or valves installed within confinement walls.
12.5. DRAINAGE FROM UNDIKED AREAS [40 CFR §112.8(6)(3)]:
There are no uncovered oil storage areas at the facility that would accumulate precipitation and
thereby require draining.
12.6. DRAINAGE FROM UNDIKED AREAS (DITCHES) [40 CFR
§112.8(6)(4)]:
Not applicable since there are no ditches present at the facility.
ATc
Page 18
