biomass fuel or the waste oil reprocessing. A fire in the oil process <br /> area could produce a "hazard footprint" extending 400 feet from the <br /> perimeter of the area. Within this area, radiant heat from a fire would <br /> produce second degree burns on exposed skin within 30 seconds of exposure <br /> (Reese-Chambers Systems Consultants 1988) . <br /> Mitigation Measure. To minimize chances of fire and explosion <br /> during processing or burning of the oil , any vapors produced would be <br /> filtered or condensed. As a further safety precaution, all vents would <br /> be fitted with flame arrestors. Used lubricant oil is not considered <br /> ignitable, corrosive, incompatible with other lubricant oils or reactive, <br /> and no other special procedures are needed to minimize risks related to <br /> these properties (Operations Plan, Falcon Energy Associates 1988) . <br /> The Emergency Contingency Plan contains response procedures for oil <br /> spills, fire and explosion. An emergency coordinator is identified, <br /> responsibilities assigned and emergency equipment listed. Company trucks <br /> would be equipped with two-way radios. A facility evacuation plan is <br /> outlined and includes instructions to employees. Details for agency <br /> approval , plan revision, cleanup and post-accident report preparation are <br /> spelled out in the plan. The County should conduct regular inspections <br /> to ensure that the Emergency Contingency Plan is being implemented. <br /> Proposed fire protection equipment includes smoke/fire detectors, <br /> portable extinguishers, a well operated by a diesel pump, foam and auto- <br /> matic sprinkler systems, 12 fire hydrants, a halon suppression system and i <br /> infrared spark detectors. <br /> An additional deterrent to accidents would be provided by the <br /> rigorous training that would be required of facility employees. The <br /> degree of training is detailed in the Operations Plan. <br /> Impact 2 - Potential Health Hazards <br /> Potential health hazards associated with the operation of the <br /> facility can include contamination of the skin, lungs, eyes or body by <br /> toxic chemicals in the waste oil . This could occur if personal hygiene <br /> or personal protection is ignored, if prolonged or repeated exposure <br /> 3-75 <br /> 104-9.R3 4/11/89 <br />
