Traffic <br /> Within the Stockton city limits there are several on-going or pend- <br /> ing developments or projects which can be expected to add traffic t <br /> local roadways. These include the Arch Road Industrial Park Units 3 an <br /> 4, expansions of the Northern California Youth Center and the Northern <br /> California Women's Facility, and other industrial developments within the <br /> vicinity of the Arch Road/Highway 99 interchange. <br /> A recent draft environmental impact analysis for the Arch Road <br /> Industrial Park Expansion addresses the cumulative traffic impacts of <br /> development within the area bounded by Charter Way on the north, Austin <br /> Road on the east, French Camp Road on the south, and the San Joaquin <br /> River on the west. The traffic analysis prepared for that document indi- <br /> cates that, without roadway improvements, severe traffic impacts would <br /> occur. The impacts identified include: <br /> • The analyzed study area intersections would have severe peak <br /> hour congestion; <br /> • The Arch Road area would suffer severe congestion; and <br /> • All of the study area intersections analyzed would meet minimum <br /> traffic volume standards indicating that traffic signals would <br /> be warranted. <br /> Cumulative traffic impacts are also addressed in Chapter 3 of this <br /> EIR. <br /> Air <br /> As previously described the project site is within the San Joaquin <br /> Valley Air Basin which has been designated as a non-attainment area due <br /> to exceedance of national ambient air quality standards for carbon monox- <br /> ide, total suspended particulate matter and ozone measured as oxidant. <br /> Although pollutants emitted from the proposed project and cumulative <br /> projects may be individually insignificant, collectively they would <br /> contribute to the region-wide air quality condition.
