that ambient air quality of the project area is subject to heavy influ-
ence from pollutants originating in areas north and west of the site.
Even with the most strict local control of pollutants, standards could
still be exceeded.
Noise
Cumulative projects in the vicinity would result in large increases
in traffic which would increase noise levels in the area. Since most o
the uses in the area would be industrial or agricultural , increased noise
levels are not generally expected to be significant. However, it is
possible that traffic increases would result in noise levels exceeding
acceptable exterior standards at either the Northern California Women's
Facility or the Youth Center Facility. At this time, these facilities
have not been identified as sensitive receptors since the County does not
have a guideline for compatibility.
System Safety/Hazardous Materials
Planning for major industrial development in the project vicinity
has identified the need to improve fire and paramedic services to this
area of the county. In conjunction with the Arch Road Industrial Park,
Units 3 and 4, a new, full -service fire station would be required. A
tentative location is at or near the Stockton Metropolitan Airport (City
of Stockton 1987) . This new fire station, coupled with City- and County-
required fire and emergency contingency planning as well as the on-site
fire protection systems required by local building codes, reduces to
insignificance the adverse effect that accidents could have on emergency
response organizations and services.
Biotics
The greater Stockton area is experiencing considerable conversion
from agricultural uses to urban uses. The overall development results in
cumulative significant impacts to open space wildlife habitats. The
proposed project represents only a small portion of the available farm-
land in the area and therefore contributes only a small percentage of the
overall cumulative impact.
4-5
101-36.R3 4/10/89
