that ambient air quality of the project area is subject to heavy influ- <br /> ence from pollutants originating in areas north and west of the site. <br /> Even with the most strict local control of pollutants, standards could <br /> still be exceeded. <br /> Noise <br /> Cumulative projects in the vicinity would result in large increases <br /> in traffic which would increase noise levels in the area. Since most o <br /> the uses in the area would be industrial or agricultural , increased noise <br /> levels are not generally expected to be significant. However, it is <br /> possible that traffic increases would result in noise levels exceeding <br /> acceptable exterior standards at either the Northern California Women's <br /> Facility or the Youth Center Facility. At this time, these facilities <br /> have not been identified as sensitive receptors since the County does not <br /> have a guideline for compatibility. <br /> System Safety/Hazardous Materials <br /> Planning for major industrial development in the project vicinity <br /> has identified the need to improve fire and paramedic services to this <br /> area of the county. In conjunction with the Arch Road Industrial Park, <br /> Units 3 and 4, a new, full -service fire station would be required. A <br /> tentative location is at or near the Stockton Metropolitan Airport (City <br /> of Stockton 1987) . This new fire station, coupled with City- and County- <br /> required fire and emergency contingency planning as well as the on-site <br /> fire protection systems required by local building codes, reduces to <br /> insignificance the adverse effect that accidents could have on emergency <br /> response organizations and services. <br /> Biotics <br /> The greater Stockton area is experiencing considerable conversion <br /> from agricultural uses to urban uses. The overall development results in <br /> cumulative significant impacts to open space wildlife habitats. The <br /> proposed project represents only a small portion of the available farm- <br /> land in the area and therefore contributes only a small percentage of the <br /> overall cumulative impact. <br /> 4-5 <br /> 101-36.R3 4/10/89 <br />
