Outdoor lighting for night-time operations will be installed to <br /> achieve the following illumination levels: <br /> Area Foot-candles <br /> Material Handling Equipment 5 <br /> Around Buildings 1 <br /> Parking, Entrance, and Roads 1 <br /> Biomass Pile 0.2 <br /> Briquette Storage 0.2 <br /> Appropriate measures will be employed for stationary <br /> equipment which create noise (hammer hog, fans, etc.) to <br /> ensure levels are consistent with similar facilities. <br /> Since the equipment is centrally located on the site, <br /> audible noise at the perimeter will be held to a <br /> minimum. <br /> Parking areas, road widths, and building areas are <br /> provided on the attached drawing No. C-01, "Site <br /> Development Plan". No off-site road improvements are <br /> expected to be required. <br /> 2.3.4 Utilities <br /> The only utility required permanent connection from <br /> off-site will be electrical power from the 12kv line at <br /> the property line (Austin Road). Water required for <br /> fire, process and domestic use will be obtained from an <br /> on-site well . A septic tank and leach field will be <br /> installed to handle domestic sewage. Propane will be <br /> brought on-site by truck. Fuel gas for laboratory use <br /> will be brought on-site in small hand-carried pressure <br /> vessels. <br /> The plant electrical substation will be relatively <br /> small, with a transformer rated about 2,000 kva. The <br /> substation area will be maintained secure by a chain <br /> link fence. <br /> During normal operations the electrical substation <br /> presents no hazards. The substation is normally <br /> unattended. The substation equipment includes various <br /> safety devices such as overload relays to interrupt <br /> electrical overload conditions, pressure relief valves, <br /> and explosion vents to prevent rupture of cooling oil <br /> containers, and other devices designed for automatic <br /> operation to prevent equipment damage and dangerous <br /> conditions. The substation is constructed to withstand <br /> earthquakes, and lightening arresters will be installed <br /> to prevent damage from electrical storms. <br /> 14 <br />
