2.3.5 Site Security <br /> The facility yard will be completely surrounded by <br /> man-proof and livestock-proof fencing. Fencing will be <br /> 7-foot tall chain link with 2 strands of barbed wire. <br /> There will be a main gate, an emergency gate and a third <br /> locked gate leading to the property outside the fence- <br /> line. The main gate and will be open and guarded during <br /> normal delivery hours. The emergency access gate will <br /> be normally closed. Facility entry and and exit will be <br /> controlled at the guard station located at the main <br /> gate. The facility will have designated employees <br /> parking, visitors parking, loading/unloading areas, and <br /> staging area to allow unobstructed traffic on all <br /> internal plant access roads. <br /> 2.3.6 Drainage and Sewage <br /> The property will be graded to insure that all natural <br /> run-off or spills within the fenced area is contained <br /> within the fenced area of the site. An evaporation pond <br /> will be installed in accordance with the Central Valley <br /> Regional Water Quality Control Board regulations. No <br /> water run-off will be allowed to escape the fenced site <br /> boundaries to off-site surfaces or surface waters. <br /> Diversion ditches and graded slopes will be added to <br /> areas outside the fenced region to drain rainwater <br /> run-off to Weber Slough. <br /> A septic tank and leach field will be installed to <br /> handle sewage. <br /> The biomass pile area will be sloped and covered with <br /> crushed gravel to improve drainage conditions. All <br /> equipment areas where used lubricants are handled or <br /> stored as well as truck loading and unloading stations <br /> (potential spill areas) will be paved and bermed with <br /> all drainage collected by trenchwork and sumps and <br /> returned to the waste water holding tank. <br /> 2.3.7 Fire Protection System <br /> The plants fire protection system is designed to <br /> detect, alert and extinguish any fire at the facility. <br /> Fire protection will be provided by the following fire <br /> protection equipment: <br /> A. Fire and/or smoke detection systems which will <br /> automatically activate the plant fire alarms. <br /> Manually-tripped fire alarm switches strategically <br /> located throughout the plant will make possible <br /> immediate notification of the local fire department. <br /> 15 <br />
