LAC Proposed Conditions of Approval <br /> Page 3 <br /> 20 . As indicated on the improvement plans, on-site primary roads <br /> shall be paved and have a minimum of 6-inches of aggregate <br /> base, and secondary roads shall have a minimum of 6-inches <br /> of aggregate base and be chip-sealed to control particulate <br /> matter. (APCD) <br /> 21. Hydrocarbon emissions from the used oil recovery system <br /> shall be controlled through Best Available Control Technology <br /> (BACT ) as determined by the APCD. (APCD) <br /> 22 . Hydrocarbon emissions from waste oil handling shall be <br /> minimized through the use of vacuum trucks and a sealed <br /> delivery system. (APCD) <br /> 23 . Each storage tank shall be equipped with a pressure/vacuum <br /> valve set to within 10 percent of its working pressure . (APCD) <br /> 24 . Low sulfur fuel oil (maximum of 0 .25% ) or the lowest avail- <br /> able shall be used whenever possible. Records of the sulfur <br /> content determined by periodic sampling shall be recorded <br /> and reported quarterly to the APCD. (APCD) <br /> 25 . All facility emission stacks shall be designed and constructe <br /> to incorporate Good Engineering Practice (GEP) as specified <br /> by the Environmental Protection Agency (EPA) and/or the APCD. <br /> (APCD) <br /> 26 . Blended fuel shall not contain more than 10 percent by volume <br /> of used oil . (APCD) <br /> 27 . No oil shall be combusted which is classified as a hazardous <br /> waste under Section 25250 of the Health and Safety Code . (APC)) <br /> 28 . The facility shall not accept any used oil that contains <br /> any polychlorinated biphenyls (PCBs ) . (APCD ) <br /> 29 . No putrescible material shall be stored at the facility . <br /> (APCD) <br /> 30 . No air contaminants shall be released into the atmosphere <br /> which causes a public nuisance. (APCD) <br /> 31 . The applicant shall provide proof of fiscal responsibility <br /> in an amount established by the Department of Health Service <br /> for any on-site and off-site cleanup in case of spill or <br /> accident . (Office of Emergency Services (OES ) ) <br /> 32 . Applicant shall provide equipment and personnel for a <br /> hazardous waste clean-up group. (OES ) <br />
