Bills of lading or manifests for the management of lead acid batteries for the last three years found on site are incomplete. The 2013 bills of lading or manifests for the management of lead acid batteries could not be found during the inspection. A copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading or manifests for lead acid batteries for the last three years, maintain them on site, and submit copies of the 2013 bills of lading or manifests for lead acid batteries to the EHD. This is a Class II violation. 17 HSC 25404(e)(4) Failed to report program data electronically. A submission to the California Electronic Reporting System (CERS) for the hazardous waste program has not been made. Beginning January 1, 2013, all businesses are required to submit all new (or any changes to existing) hazardous waste information online to the CERS at http://cers.calepa.ca.gov. Be sure to include your hazardous waste activity in the Businesses Activities section in CERS in addition to any other relevant activities and required fields. This is a Class II violation. CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. Dark oil stains were found on the shop floor near the middle bay roll up door. Dark oil stains and contaminated absorbent were found on the shop floor next to the used oil tank and used coolant drum. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean up the dark oil stains and contaminated absorbent, and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was managed. This is a repeat violation, Class II. 40; CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous waste. The drum of hazardous waste coolant was left open. All hazardous waste containers shall be closed at all times except when adding or removing waste.
