' 1.0 BACKGROUND <br />' The Learner Company is a scrap metal recycling facility located at 2711 Navy Dnve, Stockton, <br /> California The property is leased by The Learner Company from the Port of Stockton Figure 1 <br />' shows the site location <br />' One 4,000-gallon and one 10,000-gallon fiberglass underground storage tanks (UST), which stored <br />' gasoline and diesel fuels, were removed from the site in August of 1996 Figure 2 is a site plan <br /> showing the site layout and locations of the removed underground tanks The backfill material <br />' surrounding the tanks was observed to be impacted with diesel fuel range hydrocarbons In addition, <br /> soil samples from the excavation sidewalls indicated that impacted soil extends beyond the limits of <br />' the excavation <br /> The impacted soil, which was removed to access the tanks, was stockpiled adjacent to the UST <br /> excavation at the site During the UST removal, shallow groundwater began to seep into the tank <br />'. excavation and came into contact with impacted soil Consequently, groundwater exhibited low <br /> levels of diesel fuel and gasoline range hydrocarbons, benzene, and methyl tertiary butyl ether <br /> (MTBE) A copy of the UST Removal Report and Proposed Remedial Activities dated <br /> September 25, 1996 is included as Appendix A <br /> The UST removal activities were discussed with Ms Margaret Lagono of the Environmental Health <br />' Division(EHD)of San Joaquin Public Health Services on December 3, 1996 Representatives from <br /> The Learner Company (Mr Aspet Chater) and Clayton Environmental Consultants, Inc (Clayton) <br />' (Dr David Leu) attended the December 3rd-meeting and presented the history and alternate <br /> remedies The following tasks were agreed upon between The Learner Company and the EHD <br />' during the meeting <br />' Recharacterize the impacted soil stockpiled adjacent to the open excavation, <br /> • Backfill the open UST excavation with imported native soil and impacted excavation soil, and <br /> .
