The location of all records within the facility. <br />The facility layout. <br />The Emergency Coordinator's specific responsibilities and duties during and following an <br />emergency incident are outlined in Appendix EP and described below. <br />The emphasis on immediate response to emergency conditions requires that the Emergency <br />Coordinator be free to use judgment in an emergency situation. Therefore, the Primary Emergency <br />Coordinator and alternates have the authority to commit all necessary resources in the event of an <br />emergency. <br />9. Notification <br />Whenever there is an imminent or actual emergency situation, the Emergency Coordinator will notify <br />all facility personnel by alerting employees by verbal communication. Emergency Coordinator also will <br />notify the appropriate local or state agencies with designated response roles by telephone, if their help is <br />needed or notification if required by law or regulation. A list of emergency response agencies is in <br />Appendix EP -1. <br />10. Identification of Hazardous Materials <br />The Emergency Coordinator will identify the character, source, amount, and extent of any hazardous <br />materials involved in an emergency. This may be accomplished by visual observation of materials, <br />review of facility records, manifest or by chemical analysis. <br />11. Assessment of Health Effects <br />The Emergency Coordinator will assess the possible hazards to the environment and human health, <br />the need for evacuation, and the necessity for notification of authorities. In making this assessment, <br />Emergency Coordinator will consider both direct and indirect effects of the emergency. The criteria <br />for this assessment includes: <br />Effects of gases generated? <br />Effects of contaminated surface water run-off from fire control? <br />Effects of chemicals used to control emergency situations? <br />Groundwater contamination? <br />Will this emergency threaten human health or the environment outside the facility? <br />The evacuation procedures and a list of the authorities to be notified are in the Employee Contingency <br />Plan Handbook Appendix EP and Appendix EP -1. <br />If evacuation of areas outside the facility are required, the Emergency Coordinator would notify local <br />authorities. If emergency could threaten health off-site, the Emergency Coordinator would notify the San <br />Revised 3/1/2013 6 <br />
