r <br /> PUBLIC HfrALTH SERVICES <br /> SAN JOAQUIN COUNTY ? :2 <br /> ENVIRONMENTAL HEALTH DIVISION y: _ =` <br /> Karen Furst, M.D., M.P.H., Health Officer ., �p <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 QtiFQWa <br /> 2091468-3420 <br /> May 1, 2001 <br /> Tuleburg Warehouse Partnership <br /> Speedy Food Store Water System <br /> 301 S Aurora <br /> Stockton,Ca95203 <br /> Re: Speedy Market Water System(SMWS) 8200 N.Hwy 99, Stockton <br /> The San Joaquin County Environmental Health Division(EHD)has received SMWS's permit amendment <br /> application to add a new water source that will meet the requirements of the California Safe Drinking <br /> Water Act. <br /> The Department has reviewed its files and the information provided and has the following comments: <br /> 1. SMWS shall submit to this Department for approval a detailed schematic of the property showing <br /> the proposed location for the well,the existing/proposed septic system, and a 100%septic system <br /> replacement area. Include the distances between these locations. In addition please identify the <br /> distances from the location of the well to all of the potential sources of contamination and <br /> pollution listed in Section 3.1 of the San Joaquin County Public Health Services Environmental <br /> Health Division Well Standards(enclosed). <br /> 2. The new well shall be drilled by a C57 licensed well driller and constructed under permit and <br /> inspection by this Department. A test hole shall be drilled and water quality testing shall be taken <br /> from all aquifers that will be used for water production. The water quality testing shall be as noted <br /> below in 3 (a),(b),(c),(d), (e). The annular seal depth will be determined by EHD upon review of <br /> the a-log of the new well borehole. Due to MTBE.contaminants identified within the existing <br /> well,EHD will require a minimum 300 feet annular seal depth for the new well. The seal shalt be <br /> 9-sack cement grout or equivalent. <br /> 3. The following water quality testing shall be completed(the sampling and testing shall be done by <br /> state certified laboratory personnel at a state approved laboratory facility). Instruct the laboratory <br /> to label these samples as"Well#2"and obtain them from the wellhead. <br /> a. Secondary(aesthetics): Bicarbonate, carbonate,and hydroxide alkalinity,calcium,iron, <br /> magnesium, manganese,pH,sodium,and total hardness are due at least once(California Code <br /> of Regulations(CCR),Title 22,Section 64449). <br /> b. Inorganic chemicals: Required once every three years(CCR,Title 22, Section 64432(b)(1)). <br /> This Department currently waives asbestos and cyanide. <br /> C. Nitrates: Required annually(CCR,Title 22,Section 64432(a)). <br /> d. Nitrites: Required once every three years(CCR,Title 22, Section 64432(a). <br /> C. Volatile Organic Compounds(VOCs)of MTBE,TAME,ETBE: Required upon determination <br /> of ground water contamination.(San Joaquin County Well Standards 12.1) <br /> f. Bacteriological: The Department will require at least two consecutive bacteriological samples <br /> that are Total Coliform Absent and Fecal Absent. The tests shall be taken and reported within <br /> a seven day period and in no case be more than twenty-eight(28)days prior to use of the well. <br /> Routine bacteriological samples will then be required once each calendar month, <br /> A Division of San Joaquin County Health Care Services <br />
