4.3 Written instructions for contractors <br /> Written instructions discussing duties & obligations to prevent pollution are to be prepared by <br /> the owner/operator for contractors servicing the facility. YES <br /> These instructions are to be maintained at the facility. YES <br /> And authorized representative of the owner/operator is present under certain circumstances <br /> and conditions to intervene when necessary to prevent a spill. YES <br /> Contractors hired for specific jobs that involve handling of oils or other hazardous substances <br /> will have an SPCC Plan requirement written into their contracts. ALL maintenance personnel <br /> will oversee the contractor's work. YES <br /> 4.4 Corrosion Protection (40 CFR 112.8(c)(4) & 40 CFR 112.8(c)(6)) <br /> All ASTs are NOT provided with corrosion protection and are coated and raised & protected to <br /> prevent corrosion and leakage onto the ground. This protection is in accordance with and <br /> meets the requirements of 40 CFR 112 and these tanks are to be tested in accordance with <br /> this section. Records of tests are kept for at least three years. <br /> 4.4.1 Partially Buried and Bunkered Storage Tanks (40 CFR 112.8(c)(5)) <br /> This section is not applicable since there are no partially buried or bunkered storage tanks at <br /> this facility. <br /> 4.4.2 Inspections and Tests (40 CFR 112.8(c)(6)) <br /> Visual inspections of ASTs by facility personnel are performed according to the procedure <br /> described in this SPCC Plan. Leaks from tank seams, gaskets, rivets, and bolts are promptly <br /> corrected. Records of inspections and tests are signed by the inspector and kept at the facility <br /> for at least three years. <br /> The scope and schedule of certified inspections and tests performed on the facility's ASTs are <br /> specified in STI Standard SP-001 , UL, and testing by the manufacturer's testing protocols. <br /> The external inspection includes inspection of the secondary containment by visual means and <br /> by employing a discriminating sensor to detect any liquids and specifically petroleum product in <br /> the secondary containment, or if recommended by the certified tank inspector to assess the <br /> integrity of the tank for continued oil storage. <br /> It is noted herein that the tank integrity tests were performed in accordance with the <br /> manufacturer's protocols as outlined in Appendix K. ConVault tanks prohibit any destructive <br /> testing, for which pressurizing this vessel would certainly be destructive to the concrete shell. <br /> This SPCC Plan is not an SP001 formal inspection, although it is comprehensive enough to <br /> substitute for such an SP001 inspection. <br /> Records of certified tank inspections are kept at the facility for at least three years. Shell test <br /> comparison records are retained for the life of the tanks. <br /> 39 <br />
