Emergency Procedures and Notifications (§112.7(a)(3)(iv) and 112.7(a)(5)): <br /> Table 5-1 Description of Emergency Procedures and Notifications <br /> The following is a description of the immediate actions to be taken by facility personnel <br /> in the event of a discharge to navigable waters or adjoining shorelines <br /> (§112.7(a)(3)(iv)and 112.7(a)(5)]: this means that oil has entered a drain line(storm drain) <br /> #1 — Eliminate all potential sources of ignition, sparks, etc.from area. Secure the area <br /> to protect people. Provide fire extinguishers near the spill area in case of ignition. Shut <br /> down /control source (fuel tank truck) if safe to do so. Use spill control media(socks, <br /> pads, granules,) to control spill area and prevent spread of oil spill to storm drains or <br /> surface water. <br /> #2—Inspect storm drain line system grates or manholes, if any, following our SPCC to <br /> try to determine how far oil has reached. Use a spotlight to help visually inspect for oil <br /> sheen— if located, insert oil spill control media (socks) ahead at the next cut-off point <br /> (orange cut-off points on campus map) in an effort to prevent oil from reaching any <br /> water source which could reach the Delta water. <br /> #3—Contact San Joaquin, CA Fire Prevention—(911)to report and ask for assistance- <br /> Contact San Joaquin Health Svcs (209/468-3420),as soon as practicable. <br /> #4—Assess conditions and prepare and conduct clean-up plan. Use spill control <br /> media as well as oil vacuum or pump spill cleanup equipment(located at Facility)for <br /> in-house oil clean-up projects. Contact oil spill clean-up contractor if needed for a <br /> larger more significant oil spill. Local resource: Safety Kleen Co @(209) 545-1011 <br /> Facility Management Personnel will call and notify the National Response Center <br /> (NRC)at 1-800-424-8802—after completing attachment#4—discharge notification <br /> form* (for any reportable harmful quantity to navigable waters that would violate <br /> water quality standards or cause oil sheen) <br /> *If oil spill to navigable waters is greater than 1,000 gals or two incidents greater than <br /> 42 gals each have occurred in one year,this facility must also report to EPA and State <br /> of California—see Section 6 for contact information in SPCC plan. <br /> For spill response to events that do not reach navigable waters (no storm drains)follow <br /> step#1. <br /> Spill control media and equipment location: <br /> • Main equipment storage building <br /> • Physical Facility warehouse hazardous waste <br /> storage area for fuel tanks <br /> • Central Facility - extra inventory and oil pump <br /> vacuum equipment <br /> NOTE: <br /> Fuel Tank/Container Spill—Minor overspill during fuel filling —assist and clean-up with <br /> A.L.Powell Trucking personnel if safe to do so. <br /> Tank leak or major spill from fuel truck—Call 911 and secure area to protect <br /> people. Place spill control media to prevent spread of fuel into retention berm,(if <br /> safe to do so). <br /> *Wear appropriate personal protective equipment (gloves, safety glasses, protective <br /> suit). <br /> 60 <br />
