The August 26, 1999 <br /> correspondence requests information regarding corrective action cost pre-approval by State agencies and <br /> seeks approval for monitor well purge water disposal to an evaporative pond. PHS/EHD has discussed <br /> these issues with you by telephone, however, this correspondence serves to provide documentation of our <br /> recent telephone conversations. <br /> Consistent with the Letter of Commitment(LOC) issued to you by the Underground Storage Tank Cleanup <br /> Fund (USTCF) dated April 10, 1999 PHS/EHD recommends and the USTCF requires that any corrective <br /> action work proposed be reviewed and approved by PHSIEHD followed by cost pre-approval by the <br /> USTCF before commencing work using the three bid process. For additional details contact the USTCF. <br /> Disposal of potentially contaminated monitor well purge water is strictly regulated. Local, regional, state <br /> and federal agencies are often involved in approving discharges to surface waters. The Central Valley <br /> Regional Water Quality Control Board (CVRWQCB) most commonly reviews proposed discharges to <br /> surface waters although other agencies may regulate these activities. Please contact the CVRWQCB if you <br /> propose to discharge to a surface water body. In the event you receive regulatory approval to discharge to <br /> a surface water body please provide the appropriate documentation to PHSIEHD for review prior to <br /> engaging in this practice. In all cases, prior to disposal of monitor well purge water, proper analyses prior <br /> to disposal to an approved facility is required.
