RO#: 538 <br /> Lodi, CA. 95240 CUF#: 015089 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed <br /> Soil Vapor Extraction and Air Sparge Pilot Test Letter Report(Test), Fourth <br /> Quarter 2006 Ground Water Monitoring Report(QMR), and Air Sparge/Soil <br /> Vapor Extraction Design Drawing(Design) submitted by Brown and Caldwell and <br /> has the following comments. <br /> The Test discussed the installation of the soil vapor extraction (SVE) wells and <br /> the performance of the SVE / air sparge (AS) pilot test during May 2006. <br /> Conclusions included in the Test were that SVE/AS would be a viable remedial <br /> alternative for the site for both soil and ground water. <br /> The Design was submitted for review and approval for full system, SVE/AS <br /> construction and implementation. The Design included additional SVE and AS <br /> well installations, trenching for piping hookup, and installation of the unit and <br /> compound area. The EHD considers the Test and Design to be adequate and <br /> necessary (H&S Code, Section 25296.10[c][3]. You may proceed with San <br /> Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) permitting <br /> requirements. Submit copies of the Permit to Construct and the Permit to <br /> Operate to the EHD as they are issued by the SJVUAPCD. <br /> The approval of SVE/AS Design places this site in the Corrective Action <br /> Implementation Phase. As such, Public Participation (CCR, T-23, Chapter 16, <br /> sect 2728) for the Corrective Action must be conducted. This will provide people <br /> living or working in the area an opportunity to be informed of and provide <br /> comments on the proposal. The EHD will require you to submit a full remediation <br /> work plan (RAP) immediately so that it can be available for the public to review. <br /> In addition, an Executive Summary is to be submitted to the EHD. <br />
