Soluble Threshold Limit Concentration (STLC) are considered
hazardous The STLC for zinc is 250 mg/1.
On the June 3 , 1992 inspection conducted by Eleanor Ratliff,
Robert Hu tley stated that no analysis had been performed to
determine if the sand blast sand or grinding waste exhibit any
hazardous ) characteristics. Up to this date, these waste
streams w re managed as solid waste and disposed of at the
municipal landfill.
As of the June 3 , 1992 inspection, the sand blast waste and
the grind ng room floor sweep has been containerized pending
additiona analysis. Upon confirmation of the hazardous waste
classific tion by An Lab, the containerized sand blast sand
and the g inding waste is added at a 10% ratio to the filter
cake hea metal waste generated by the pretreatment system,
and manifested off site for recycling.
Due to high cost associated with managing this identified
waste stream, Stockton Plating, Inc. elected to change their
procedure Jor bumper reconditioning. Badly damaged bumpers
are no longer repaired for plating. Instead, these bumpers are
sent to a metal recycler and new steel stamped bumpers are
used. Fiv employees were laid off due to this reduction in
labor int,:nsive production. Approximately one 55 gallon drum
of grinding waste and sanding waste is currently generated at
their respective production locations each quarter.
Waste oil), paint/solvent waste, and various contaminated
debris (wood planks, used plating tanks, plating tank liners,
etc. ) mak up the majority of the secondary waste generated at
the Stock on Plating plant. In 1992 , 14 tons of debris waste
was manif sted for disposal. The waste was transported by Haz
Control, I c. CAD000628149 and the designated facility is also
listed aslHaz Control, Inc. , 731 Renz Lane, Gilroy, CA 95202 .
Safety Kleen, 10625 Hickson St Unit A/C, E1 Monte, CA 91731
transportd and recycled 612 . 0 pounds of waste paint related
material inn 1992 . Safety Kleen will also recycle the waste oil
generatedby this facility in 1993 . In 1992, Stockton Plating
contracte out any maintenance work that produced waste oil.
The total hazardous waste manifested for recycling or disposal
in 1992 wa,s 52 . 306 tons.
VII. VIOLATIONS:
1. Sanding and grinding waste collected in the repair shop
was held in open containers.
2 . Sanding and grinding waste collected in the repair shop
was held in unlabeled containers.
4
