3 . Hazardous waste, collected at the point of generation in
the repair shop, exceeds its quantity limitation of one
55 gallon drum.
l
4 . Employee training records did not include a list of job
descriptions and the name of the person filling the
posi ion.
VIII.OBSERVATI NS:
I arrived on site at approximately 9 : 30 a.m. and met with Del
Parks, th Environmental/Safety Manager. Mr. Parks escorted me
to Rober Huntley' s office where I asked for and received
consent o perform the annual routine hazardous waste
generator inspection.
We began the inspection in the urethane bumper repair and
painting shop. No violations were noted in this area.
Next we poceeded to the metal bumper core yard and repair
shop. Bum ers are sanded, ground, and repaired in this area.
Floor swe pings are collected and stored in metal drums for
later dis osal as hazardous waste. I noted that the collection
drums wer unlabeled, open, and the waste collected exceeded
the allow ble quantity limit. The compressor oil waste noted
in the 1 92 inspection report has been eliminated in this
location. A synthetic oil is now being used and changing
occurs less frequently negating the need for localized
collection.
The inspe tion continued through the plating and polishing
areas whe e no violations were noted. Stockton Plating is
working t reduce hazardous waste production in these areas by
adding fl ating discs (referred to as "UFO' s) to reduce
chromium vaporation, and by sealing the copper plating room
floor to educe absorption. Many of the quickly deteriorating
wooden fl or planks have been replaced with more durable metal
grating which needs less maintenance and lasts longer. Smaller
plating t nks will be placed inside the present tanks to
minimize roduct use, evaporation, and dragout. These tanks
should gr atly reduce the amount of waste currently being
treated a d recycled.
From her we inspected the job shop, treatment area,
maintenan e shop, hazardous materials storage area, and the
hazardous waste storage area. No violations were noted in
these are s at this time.
The treatm nt system filters out the metal waste and disposes
of the tr''eated water to the municipal sewer system under
permit. Alt the time of this inspection, no discharge
violations) have been noted by the City of Stockton Municipal
5
