Inside the maintenance <br />shop, locomotives have the oil changed and the used oil discharges onto "drip pans" (cement <br />lined tracks are sloped to drains which are plumbed to the oil/water treatment system). Oil <br />filters are drained, crushed, stored, and hauled as hazardous waste (UPRR chooses to dispose <br />of the spent filters 'n this manner). USPCI hauls the hazardous waste for disposal in Clive, <br />UT. <br />The oil filters, contaminated soil, and other contaminated debris and sludge are stored in a <br />large bin outside the shop. The filter "smasher" is located north of the repair shop. The <br />smasher also drains to the oil/water separator and to the treatment plant. The bin where the <br />crushed filters are stored was not closed and was overflowing with waste and waste oil was <br />spilled on the cem nt around the bin. <br />To the east of the diesel repair shop, we inspected two aboveground tanks; a 20,000 gallon <br />waste oil tank anda 20,000 gallon oil tank. The tanks are secondarily contained by a retaining <br />wall. Again, we noticed heavy soil contamination in this area and all around the diesel repair <br />shop. <br />As previously me tste <br />ned, there is an asbestos disposal site at the south end of the facility.
