The following isl an itemized list of hazardous waste violations that have not been <br />addressed for QNION PACIFIC RAILROAD - Stockton as of September 28, 2016. <br />Open violations from October 16, 2013 inspection <br />Violation #113 — Noemergency coordinator. <br />No emergency coordinator has been identified for this facility. The facility has listed an emergency call <br />center number in lieu oi an emergency coordinator. At all times there shall be at least one employee <br />either on the facility premises or on call (available to respond to an emergency by reaching the facility <br />within a short period of ime) with the responsibility for coordinating all emergency response measures. <br />This emergency coordinator shall be a person who is thoroughly familiar with: <br />-all aspects oft e facility's contingency plan (and have the authority to commit the resources <br />needed to carry out the plan) <br />-all operations and activities at the facility <br />-the location and characteristics of waste handled <br />-the location of II records within the facility <br />-the facility I'a t <br />Immediately appoint an emergency coordinator for this facility. <br />Open violations from January 27, 2012 inspection <br />Violation #112 — Conthigency plan not current. <br />The emergency coordinator information in the contingency plan for this facility is outdates. The <br />contingency plan shall be reviewed, and immediately amended, if necessary, whenever any of the <br />following occur: <br />-applicable regulations are revised <br />-the plan fails in an emergency <br />-the facility changes in its design, construction, operation, maintenance, or other circumstance in <br />a way that materially inc eases the potential for fires, explosions, or releases of hazardous waste or <br />hazardous waste constituents, or changes the response necessary in an emergency <br />-the list of emer ency coordinators changes <br />-the list of emer ency equipment changes <br />Immediately amend the ontingency plan for this facility to include the updated information, maintain a <br />current copy on site at a I times, and submit a copy of the updated contingency to the EHD by February <br />27, 2012. <br />Page 4 of 5 <br />
