(continued) locate a copy of the waste analysis conducted for the sand blast waste and submit a <br />copy to the EHD by December 6, 2013. REPEAT VIOLATION <br />108. Metal fines generated t this facility are being disposed of without first determining particle size or <br />hazardous properties. A pa let containing bags of "retrograde alumothermite weld charges," according <br />to Mr. Duffy Exon, was obs rved on the ground in front of the welding cabinet. The bags were ripped <br />open and metal powder wa spilled onto the ground. A spill of this powder was also observed on the <br />ground nearby, several feet away from the pallet. No hazardous waste determination has been made <br />for this waste. According to Mr. Exon, the weld charges are unusable and will most likely be returned to <br />the manufacturer, but he did not know why they were left outside and uncontained or how the spillage <br />would be handled. Any per on who generates a waste shall determine if the waste is a hazardous <br />waste. Immediately stop di posal of metal fines and retrograde weld charges, make a hazardous waste <br />determination for these was es, and manage them according the Title 22 hazardous waste regulations. <br />Metal particles 100 microns r smaller must be handled as hazardous waste if the metal is determined to <br />be a hazardous waste. If th weld charges are determined to be hazardous waste, all spill areas must <br />be cleaned up and handled s hazardous waste. Submit a statement and supporting documentation <br />explaining how this waste w s managed by December 6, 2013. <br />110. The contingency plan f r this facility did not include the location of emergency equipment at this <br />facility, the name, address, Ind phone number of the facility Emergency Coordinator and alternate, <br />arrangements made with loc I agencies, or the evacuation plan for the facility. According to Mr. Exon, <br />the contingency plan was aeneric plan designed to be used at all the Union Pacific Railroad facilities, <br />and did not contain site-spe ific information. A contingency plan shall include all of the following: <br />-actions facility personnel shall take in response to fires, explosions, and unplanned release to air, <br />soil, or surface water <br />-arrangements agreed to y local police departments, fire departments, hospitals, cleanup <br />contractors, and state & ilocal emergency response teams <br />-names, addresses & phone numbers (office & home) of the Emergency Coordinator and any <br />alternates <br />-list of all emergency equipment at the facility (fire, spill, communications/alarms, decontamination), <br />including location, physical description, and a brief outline of its capabilities <br />-evacuation plan, including at least two routes and signals to be used <br />-telephone number of CalIEMA <br />This information must be kep� current at all times. Immediately update the contingency plan for this <br />facility to include all of the ne essary information and submit a copy of the updated plan to the EHD by <br />December 6, 2013.
