(continue ) <br />Immediately locate a copy <br />f the missing manifests or prepare and submit an exception report to DTSC. <br />By December 6, 2013, sub <br />it to the EHD a copy of the signed off copy of the manifests or a copy of the <br />exception report submitted <br />o DTSC. REPEAT VIOLATION <br />127. Copies of spent lead a <br />id battery disposal records were not found on site. The generator shall <br />retain on site for at least thr <br />e years a legible copy of each manifest or bill of lading which identifies <br />spent lead acid batteries sh <br />pped to a person who stores, uses, reuses, recycles, or reclaims the <br />batteries or their componen <br />s. Immediately locate a copy of all disposal records for spent lead acid <br />batteries for the last three y <br />ars, maintain them on site, and submit copies to the EHD by December 6, <br />2013. REPEAT VIOLATIO <br />135. The complete Return <br />o Compliance paperwork for the January 27, 2012 inspection was submitted <br />within the required time fra <br />e and is incomplete. The paperwork was required to be submitted by <br />February 27, 2012. A defici <br />ncy letter was issued on March 26, 2012. The Return to Compliance <br />paperwork was received on <br />ugust 2, 2013. The paperwork submitted did not fully address violations <br />112, 301, 605, or 601. The <br />perator of the site or facility which receives an inspection report shall <br />submit a written response t <br />the department or the local officer or agency within 60 days of receipt of the <br />inspection report, or with a <br />horter time as the department or local agency requires. This response shall <br />include a statement docum <br />nting the corrective actions that have been or will be taken by the operator. <br />Immediately submit all nece <br />sary follow up paperwork for the 2012 hazardous waste generator <br />inspection to the EHD. <br />301. A "car mover" was obs <br />rved parked outside the One Spot with a drain pan containing used oil and <br />a used oil filter underneath i <br />. Oily stained soil was observed near the drain pan. The staining appeared <br />mostly dry. Facilities shall b <br />maintained and operated to minimize the possibility of a fire, explosion, or <br />release of hazardous waste <br />o air, soil, or surface water which could threaten human health or the <br />environment. Immediately clean <br />the stained soil, and manage according to Title 22 hazardous waste <br />regulations. Submit a stateent <br />and supporting documentation explaining how this waste was managed <br />by December 6, 2013. REP <br />AT VIOLATION <br />404. An open black plastic b <br />cket of used oil was observed next to the 5000 gallon used oil tank <br />(TNKO-0480). According to <br />r. Greg Martinez, this bucket is used to collect the oil that spills out of the <br />vacuum nozzle after pumpin <br />of used oil, and is emptied into the used oil tank approximately once a <br />week.
