Any amendments made as a result <br />of the review will be certified by a Registered Professional Engineer. <br />Amendment by Regional Administrator: If during any twelve-month period the facility <br />discharges into or u on the navigable waters of the United States or adjoining <br />shorelines that is hz rmful to the navigable water s more than 1,000 gallons in a single <br />spill event or 42 gal ons in each of two separate spill events, Union Pacific will submit <br />information (as detailed in 40 CFR 112.4(a)) to the EPA Regional Administrator within <br />60 days of the spill event which triggered the reporting requirement. Also, the <br />information will be sent to the appropriate state authority. <br />FICATION OF GOVERNMENT AGENCIES <br />Notification of appropriate government agencies is required by law for all spillage of oil <br />and fuel, regardless of quantity, entering navigable waters. <br />If an uncontrolled spill originating within facility boundary threatens the general public or <br />is beyond the control capabilities of facility personnel, the Yard Master or his designate <br />will immediately notify the local fire and police departments and the U.W. Coast Guard <br />Regional Response, Center in addition to those personnel listed in the CONTACT LIST <br />of the Plan. <br />OUTSIDE ASSISTANCE AND SERVICES <br />Major spills or spills lof particularly hazardous materials may require capabilities beyond <br />the resources of UPRR. Firms specializing in the cleanup and disposal of oil and fuel <br />and other hazardous chemicals are listed in the CONTACT LIST of the Plan. <br />BRITTLE FRACTURE EVALUATIONS <br />Field -constructed at oveground tanks at the facility are identified as such in the <br />comment field of thE specific TANK REPORT pages. If these tanks undergo a repair, <br />alteration, reconstru ion, or change in service that might affect the risk of adischarge- <br />or <br />dischargeor failure due to britfle fracture, a brittle fracture evaluation will be conducted. <br />Appropriate follow-up actions will be taken, as necessary. The results of the evaluation <br />will be maintained with the SPCC Plan at the facility. <br />NSPECTIONS, TESTS, AND RECORDS <br />Daily, Monthly, and Quarterly/Semi-Annual/Annual inspections are performed on petroleum <br />storage tanks and co tainers. Deficiencies identified in these inspections including Any visible <br />discharges, which result in a loss of oil from the container, including but not limited to seams, <br />gaskets, piping, pumps, valves, rivets, and bolts are promptly corrected. Any accumulations of <br />oil in diked areas are promptly removed. <br />
