Development Committee
June 28 , 1989
UP-89-27
Page 2
Access/Parking :
Access to the proposed project is by means of a one-way entrance
from Horner Avenue. Though not indicated on the site plan, a 12-
foot-wide driveway would be required. One-way traffic would exit
the property onto Drake Street.
The number of required parking spaces shall be based on at least
one parking space for each three seats provided in the church
structure. The application indicates that 50 to 75 parishioners
may be on site at any one time . Therefore, the minimum number of
parking spaces shall be 25 . The parking spaces shall be 9 ' x 20 '
and the minimum dimensions for aisles shall be provided as re-
quired by the Planning Title . The parking spaces on the north
side of the church shall be eliminated as vehicles leaving the
parking spaces would have to enter the public road in order to
maneuver . The parking spaces on the southern property line would
need to be redesigned to allow for a 24 ' aisle . Under the cur-
rent proposal, it does not appear possible to provide the re-
quired amount of parking spaces with the necessary dimensions .
All parking spaces , driveways , and maneuvering areas would be
required to be paved and permanently maintained with asphalt or
cement. Bumper guards shall be provided as necessary to protect
adjacent structures or property.
Landscaping :
Should the applicant decide to file a full application, he should
be aware that the following landscaping would be required consis-
tent with the following guidelines :
a . Parking areas adjacent to Drake Street and Horner Avenue
shall have at least a ten-foot-wide landscaped strip along
the street frontages .
b. The parking area adjacent to the southern property line
shall have at least a five-foot-wide landscaped strip or a
six-foot-high decorative wall or fence, in combination with
vines and tree planters .
C . Safety:
1 . The height, spread, and growth habit of all plantings
shall not interfere with or obstruct ease of movement
or visual impairment of traffic circulation.
