Planters shall extend no more than 3 feet above any <br /> street curb within 30 feet of a street intersection, <br /> within 10 feet of a commercial driveway or alleyway, <br /> or within 5 feet of a residential driveway. <br /> 3. Trees shall be pruned so that no branches extend <br /> lower than six feet above curb level. <br /> 4. Protective six-inch concrete curbs or standard con- <br /> crete wheel stops shall be required where planting or <br /> screening abuts parking stalls or driveways . <br /> d. General Standards : <br /> 1 . Planters : Planters shall contain shrubs or living <br /> ground cover. Concrete, asphalt, and any surface <br /> material including rocks or bark shall not be <br /> permitted. <br /> 2 . Irrigation: Permanent automatic or manually con- <br /> trolled irrigation systems shall be installed. <br /> 3 . Timing of Installation: <br /> (a ) Required landscaping and screening, including <br /> irrigation systems , shall be completely <br /> installed within 30 days of completed grading, <br /> or longer if authorized by the Director. <br /> (b ) All landscaping and screening shall be in <br /> place prior to use or occupancy. <br /> e . Maintenance: <br /> 1 . Plantings shall be maintained in good growing condi- <br /> tions and, whenever necessary, replaced with new <br /> plant materials. <br /> 2. Plantings shall be appropriately staked, tied, or <br /> otherwise supported to prevent motion. Supports <br /> shall be regularly monitored to avoid damage to <br /> plants . <br /> 3 . All landscaping and related equipment ( e . g. , plants , <br /> screening devices , walkways , benches , irrigation <br /> systems , etc. ) shall be maintained by the property <br /> owner. <br />
