t <br /> Item No. 3 <br /> PC: 9-4-86 <br /> QX-86-4 <br /> Page 6 <br /> OPERATIONAL CHARACTERISTICS : <br /> Excavation: <br /> Excavation will be conducted in four phases, as shown in the <br /> applicant ' s Excavation and Rehabilitation Schedule . No excava- <br /> tion into the groundwater aquifer is proposed. <br /> Aggregate material will be removed with draglines, loaders, <br /> scrapers, and dozers and transported for processing to either <br /> the on-site, portable crushing and screening plant or to the <br /> existing processing plant on the east side of Tracy Boulevard. <br /> Road base aggregate will be processed on the site and hauled <br /> directly from the site. Processing of finer aggregate grade <br /> ( less than 3/4 inch) will occur at the existing plant . <br /> Topsoil will be stockpiled in phase areas not being excavated <br /> at the time . The topsoil stockpiles will be seeded to prevent <br /> wind and water erosion. <br /> Slopes of 1 . 5 : 1 (horizontal-to-vertical) are proposed. The <br /> applicant has submitted a geotechnical report to document that <br /> the slopes proposed will remain stable. Interim slopes will be <br /> seeded to minimize erosion. The applicant has agreed to imple- <br /> ment a revegetation plan to be developed with the Soil <br /> Conservation Service for both interim and final revegetation <br /> measures. <br /> Rehabilitation: <br /> Rehabilitation will be coordinated with excavation phasing. <br /> The excavation-rehabilitation relationship is illustrated on <br /> the Excavation and Rehabilitation Schedule. Rehabilitation is <br /> proposed to begin after the third year of excavation in each <br /> phase and to be completed within- two years after the completion <br /> of excavation in each phase . Staff has no objection to the <br /> rehabilitation completion portion of the schedule but recom- <br /> mends that the beginning of rehabilitation be advanced to the <br /> second year of excavation in each phase . <br /> The applicant proposes a $58 ,000 performance bond to guarantee <br /> rehabilitation of Phase I . The amount of the guarantee must be <br /> acceptable to the Department of Public Works, and it may have <br /> to be increased to allow for interim revegetation measures <br /> developed with the Soils Conservation Service. <br /> The approved rehabilitation plan must be filed with the <br /> California Division of Mines and Geology. Financial guarantees <br /> for Phase 2 , 3 , and 4 will be included in the plan. <br />
