t Item No. 3 PC: 9-4-86 QX-86-4 Page 6 OPERATIONAL CHARACTERISTICS : Excavation: Excavation will be conducted in four phases, as shown in the applicant ' s Excavation and Rehabilitation Schedule . No excava- tion into the groundwater aquifer is proposed. Aggregate material will be removed with draglines, loaders, scrapers, and dozers and transported for processing to either the on-site, portable crushing and screening plant or to the existing processing plant on the east side of Tracy Boulevard. Road base aggregate will be processed on the site and hauled directly from the site. Processing of finer aggregate grade ( less than 3/4 inch) will occur at the existing plant . Topsoil will be stockpiled in phase areas not being excavated at the time . The topsoil stockpiles will be seeded to prevent wind and water erosion. Slopes of 1 . 5 : 1 (horizontal-to-vertical) are proposed. The applicant has submitted a geotechnical report to document that the slopes proposed will remain stable. Interim slopes will be seeded to minimize erosion. The applicant has agreed to imple- ment a revegetation plan to be developed with the Soil Conservation Service for both interim and final revegetation measures. Rehabilitation: Rehabilitation will be coordinated with excavation phasing. The excavation-rehabilitation relationship is illustrated on the Excavation and Rehabilitation Schedule. Rehabilitation is proposed to begin after the third year of excavation in each phase and to be completed within- two years after the completion of excavation in each phase . Staff has no objection to the rehabilitation completion portion of the schedule but recom- mends that the beginning of rehabilitation be advanced to the second year of excavation in each phase . The applicant proposes a $58 ,000 performance bond to guarantee rehabilitation of Phase I . The amount of the guarantee must be acceptable to the Department of Public Works, and it may have to be increased to allow for interim revegetation measures developed with the Soils Conservation Service. The approved rehabilitation plan must be filed with the California Division of Mines and Geology. Financial guarantees for Phase 2 , 3 , and 4 will be included in the plan.
