600 feet of continuous curved railroad track. Port Road 21 boarders the property on the west
' side. A site map is provided on Figure 2.
' The Phase I Assessment revealed the parcel has remained unused since 1960. Between 1945
and 1960, it was used to stage military equipment prior to loading on transport ships.
Adjacent to the property is a liquid fertilizer storage depot.
Cargill is currently located nearby at a berth on the waterfront adjacent to the Stockton Ship
' Channel. Since Cargill does not require the waterfront, the Port of Stockton has requested
they consider relocation to a new berth back from the waterfront.
' 3.0 Methodology
' 3.1 Visual Inspection
A visual inspection of the property will be performed, walking and noting or photographing
(if necessary) any unusual appearances that might indicate former environmentally unsuitable
uses of the property. Investigators will inspect for oil stained or darkened soil, residual
chemicals, colored, or foreign materials, disturbed soil, protrusions such as pipes or cables, or
disturbances which might indicate the presence of underground structures.
' 3.2 Soil Boring /Sampling
Prior to the commencement of drilling, underground utilities will be located by contacting
' Underground Service Alert (USA) and utility companies known to provide service in the area.
The single soil boring and monitoring well will be advanced using a hollow stem auger drill
rig. A California C-57 liscenced driller will be subcontracted to perform the drilling services.
The monitoring well will be installed according to the protocol outlined by the State Water
' Regional Quality Control Board and San Joaquin County Public Health Services under their
site mitigation program guidelines. Figure 3 shows a schematic of the planned monitoring
' well installation. The well will be installed to a depth of approximately 30 feet which is
expected to be well into the local water table.
M7J11-01-91/ENG/9476 2
