The submitted monitoring plan for all LISTS <br /> indicates that liquid-filled annulars are present. Monitoring plans for TA0508481 and TA0508482 list both electronic <br /> and mechanical line leak detectors. Furthermore it was indicated that pipe monitoring is performed using Veeder Root <br /> sensors#208, which is incorrect, position sensitive sensors are being used at this time. An accurate monitoring plan <br /> must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the <br /> necessary changes, and submit for review by the EHD. <br /> This is a minor violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The "Regular 2" STP sump sensor was located 3-4 inches up the sump saddle and not located to detect a leak at the <br /> earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible <br /> opportunity. The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all <br /> monitoring equipment is maintained to detect a leak at the earliest opportunity. This was corrected on site. <br /> This is a Class II violation. <br /> 319 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the"Regular 2" STP sump. If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. The service technician removed <br /> approximately 1/4-gallon of liquid from this sump. Ensure that all sumps and annular spaces are maintained free of <br /> liquid. This was corrected on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> A checklist of findings was left onsite at the time of inspection, the final report was mailed to the facility on June 17, <br /> 2015. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, 30 days from receipt of the final report. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br /> applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written <br /> Agreement, if applicable, can be stored at the facility or uploaded into CERS. <br /> NOTE: The new owner, Jesse & Kul Petroleum, Inc, took over this facility on October 24, 2014.
