San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.smgov.or,/q ehd
Underground Storage Tank Program Inspection Report
Facility Name: Facility Address: Date:
Yosemite Avenue Arco AmPm 1711 E Yosemite Ave. Manteca June 15, 2015
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item # Remarks
106 CCR 2632 Monitoring and response plans not current or approved by the EHD.
The monitoring plan is not current and/or not approved by the EHD. The submitted monitoring plan for all LISTS
indicates that liquid-filled annulars are present. Monitoring plans for TA0508481 and TA0508482 list both electronic
and mechanical line leak detectors. Furthermore it was indicated that pipe monitoring is performed using Veeder Root
sensors#208, which is incorrect, position sensitive sensors are being used at this time. An accurate monitoring plan
must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the
necessary changes, and submit for review by the EHD.
This is a minor violation.
306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity.
The "Regular 2" STP sump sensor was located 3-4 inches up the sump saddle and not located to detect a leak at the
earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible
opportunity. The sensor was relocated to the lowest point of the sump by the service technician. Ensure that all
monitoring equipment is maintained to detect a leak at the earliest opportunity. This was corrected on site.
This is a Class II violation.
319 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003).
Liquid was observed in the"Regular 2" STP sump. If water could enter into the secondary containment by
precipitation or infiltration, it must be removed and disposed of properly. The service technician removed
approximately 1/4-gallon of liquid from this sump. Ensure that all sumps and annular spaces are maintained free of
liquid. This was corrected on site.
This is a minor violation.
Overall Inspection Comments:
A checklist of findings was left onsite at the time of inspection, the final report was mailed to the facility on June 17,
2015.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, 30 days from receipt of the final report.
Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program
documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST
Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if
applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written
Agreement, if applicable, can be stored at the facility or uploaded into CERS.
NOTE: The new owner, Jesse & Kul Petroleum, Inc, took over this facility on October 24, 2014.
