Si1MMARY <br /> Stockton Plating Inc. operated under a permit from San Joaquin County Environmental Health <br /> Department for hazar ous waste and permit by rule through 1998. On 4/11/95, a permit by rule <br /> inspection was cond cted by Tim Naprawa — Hazardous Substances Scientist, Dept. of Toxic <br /> Substances Control, Robert McClellon — Registered Environmental Health Specialist, and Letitia <br /> Briggs — Senior Registered Environmental Health Specialist, San Joaquin County Environmental <br /> Health Division. On of the violations was CCR 66262.11 — Failed to determine if waste is a <br /> hazardous waste. Th s was for the "aluminum dust in the polishing area". "Waste is currently <br /> disposed to trash." s part of the Notice to Comply this facility was required to "Test waste <br /> aluminum dust from p lishing area for heavy metal content (TTLC Only)—Send this dept a copy of <br /> the results. Test for d, Cu, Cr, Ni, Pb, Zn." (Attachment A) No results were ever sent to this <br /> office. Del Parks was orking for this facility at the time. <br /> On 6/7/02 I conduct d a routine hazardous waste inspection with Doug Wilson - Supervising <br /> REHS, San Joaquin ounty Environmental Health Dept. and Leo Valdez — Hazardous Substances <br /> Scientist, Dept. of T is Substances Control, and Brian Sherwood — Plastic Bumper Production <br /> Manager, Stockton Bumper and Body Parts Service. (Attachment B) <br /> During the inspection, samples were taken by Mr. Valdez to determine if any of the waste streams <br /> were hazardous waste Samples were taken of a buffing wheel — SBO1, the floor sweepings in the <br /> rubber bumper sanding room — SB02, the floor sweeping in the metal bumper grinding room — <br /> SB03, the pieces of I grinding disks in the metal bumper grinding room — SB04, the spent <br /> sandblasting media—S B05, and a soil sample was taken nearby a drain where waste water coming <br /> from a rinse tank ente ed—SB06 (Attachment C). <br /> At the time of the ins ection the person involved with environmental compliance, Del Parks, was <br /> not available. Bri Sherwood accompanied us on the inspection and received the official <br /> inspection report and the six split-samples (Attachment D). I also made it very clear to Mr. <br /> Sherwood that the wa to streams we sampled were not to be disposed of until we could review the <br /> sample results. Mr. aldez took six split-samples with him to have analyzed. Other violations <br /> 1 <br />
