The samples were analyzed on November 17, 1988, and the results
showed detectable levels of TPVH and total lead in all samples, and
measurable levels of xylene in the two tank samples. Table I in the
appendix summarizes the results in tabular form. Exhibit "E"
indicates the location of the samples on a plat pian, and also lists
the laboratory results.
No further action was taken until July 14, 19B9, when a Soil
Re-excavation and Resample Workplan was submitted by Thorpe Oil .
The plan was approved with conditions by the SJLHD on August 31 ,
1989; (refer to Exhibit "F". ) On September 11 , in response to SJLHD
requests, Thorpe Oil resubmitted the first page of the re-excavation
plan, making some minor changes, (Exhibit "G". )
On October 139 1989, Thorpe Oil Co. personel removed an estimated
additional 497 cubic yards of soil. , leaving a pit approximately 27 "X
27"X 21 'deep. A total of 17 samples were taken-9 at the bottom of
the excavation, and 2 each from the four sides. The samples were
collected from the backhoe bucket by McLarenâ–ş Laboratory personel ,
and were transported under chain-of-custody; (see Exhibit "J" . ) The
samples were analyzed for BTX&E, TPVH, EDB, and organic lead. The
approximate locations of the samples, and their identification
numbers, are shown can Exhibit "H". Laboratory results showed that
all tested constituents were below reporting levels; Table II lists
those results in tabular farm.
No free water or moisture was noted during or after the excavation.
The 1989 water table map prepared by the San Joaquin Flood Control
and Water Conservation District, (Plate V, ) indicates the water
table to be at about -25 feet, or 43 feet below ground level at this
location. Plate IV shows the ID number and approximate location of
California Water Service Company wells in the area.
The excavating and sampling operations were not witnessed by a
Registered Geologist, but the site was visited by the writer- on Feb.
2011 1990, and the lithology of the exposed material in the pit
briefly examined. It consists of irregular layers of buff to tan
sandy silts and clays, exhibiting no uniform pattern or descernable
continuous bedding. No highly permeable beds were observed. The
spoil removed from the pit has not been moved, and the property is
behind a locked chain link fence with two guard dogs for additional
security. Plates VI & VII show the location of the excavation, the
two piles of spoils, and other relevant features.
PLUME SIZE AND CONFIGURATION:
Because the excavation of the site was not witnessed by the writer,
it is not possible to describe or illustrate the configuration of
the plume, if indeed one was visually discernable. Since all
samples taken after the re---excavation of the property showed no
detectable levels of tested substances, it can be assumed that the
3
