Pine Street <br /> Lodi CA 95240 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has reviewed the file for the above referenced site and has the following comments. <br /> Two 1000-gallon underground storage tanks were removed from the site on November <br /> 30, 1989. The tanks were sitting on top of a concrete slab, which prevented the <br /> collection of soil samples from beneath the tanks at the time of removal. Soil samples <br /> for analysis were collected from beneath the product lines on the following day, <br /> December 1, 1989. Soil samples for analysis were collected from beneath the concrete <br /> slab on May 2, 1990. A concentration of 92 milligrams per kilogram (mg/kg) total <br /> petroleum hydrocarbons (TPH) as kerosene was detected in one of the product line <br /> samples. Petroleum hydrocarbon contamination was not detected in the other product <br /> lime samples at concentrations above the detection limits. However, the detection limits <br /> used in the analyses were elevated above acceptable levels. Additionally, analytical <br /> results from the samples collected from beneath the concrete slab were positive for <br /> petroleum hydrocarbons at levels up to 1,500 mg/kg TPH as gasoline. <br /> In August 1995 a series of eight borings were advanced on site to collect soil samples <br /> for analysis. Groundwater was not encountered in any of the borings and therefore <br /> groundwater samples were not collected. Of the forty-six soil samples submitted for <br /> analysis, only three had minor detections of petroleum hydrocarbons (Site Investigation <br /> Report, September 15, 1995, Geocon Environmental Consultants Inc.): Soil boring SB- <br /> 1, advanced through the former tank pit, had 8.3 mg/kg TPH as motor oil in the 5.5 foot <br /> below surface grade (bsg) sample. Soil boring'SB-5, advanced in the former dispenser <br /> island area, had 240 mg/kg TPH as gasoline in the 11 foot bsg sample and 3 mg/kg TPH <br /> as motor oil in the 16 foot bsg sample. In their conclusions, Geocon recommended that <br /> the site should be closed. In correspondence dated September 21, 1995 Cal Trans <br /> concurred with the recommendation for closure. A formal closure report was not <br /> submitted to PHS/EHD. Furthermore, PHS/EHD staff reviewing the case at the time <br /> concluded that the petroleum hydrocarbon contamination remaining in the soil presented <br /> a potential threat to groundwater in the area and requested that a Corrective Action Plan <br /> (CAP) be submitted to PHS/EHD by January 15, 1996.
