Where pipelines to be installed under the contract cross certain designated streets or highways, as noted on the plans , the Contractor will only be permitted to open the trench one-half the width of the pavement at any one time so that ' one-way traffic can be maintained. Construction operations shall also be conducted in such a manner as to cause as little inconvenience as possible to abutting property owners . Water or dust palliative shall be applied if ordered by the Engineer for the alleviation or prevention of dust nuisance caused by the Contractor ' s ' operations . Convenient access to driveways , houses , and buildings along the line of work shall be maintained at least each morning and evening, and temporary approaches to crossings , or intersecting roads or streets shall be provided and kept in good condition. When traffic control signals are shut down as provided in ' Section 86-1. 05 of the State Specifications , the Contractor shall control traffic by use of flagmen , as directed by the Engineer , at those locations set forth in the Special Provisions. No STOP signs will be permitted at these locations. The Flagmen required for this operation shall be paid for as Force Account as set forth in Section G8 . 03 of these specifications. All of the foregoing requirements shall apply on weekends and holidays, if considered necessary by the Engineer . The Engineer may take action as necessary to provide for public convenience and charge the cost thereof to the Contractor if no representative of the Contractor is available to do same. G6. 09 Public Safety. The Contractor shall be responsible for the safety—of tra fic within the project limits and on the approaches to the project. The Contractor shall furnish, erect, and maintain such lights , barricades , flagmen , bridges, and other devices as are necessary to prevent accidents and avoid damage or injury to the public, and the Engineer may point out ' inadequacies of such measures. However , the Contractor shall not be relieved of his responsibility to protect the public by any approval given by the Engineer or by the Engineer ' s failure ' to point out any deficiency. No material or equipment shall be stored where it will interfere with the safe passage of public traffic, and at the end of each day ' s work and at other times when construction operations are suspended for any reason, the contractor shall remove all equipment and other obstructions from that portion of the roadway open for use by public traffic . Spillage resulting from hauling operations along or across any public traveled way shall be removed promptly. G-28 ,
