G7 . 13 Proof of Compliance with Contract . In order that the Engineer may_determine compliance with requirements of the contract not readily enforceable through inspection and tests of materials or work, the contractor shall , at any time when requested , submit to the Engineer properly authenticated documents or other satisfactory proofs as to his compliance , with such requirements. G7.14 Change Orders. The Agency may at any time require changes in the contract drawings or specifications, or changes, additions to, or deductions from the work performed or the materials to be furnished. Any such changes, except as indicated in Par . G8. 02, will be set forth in a contract change order which will specify , in addition to a complete description of such change, the work to be done in connection with the change made , the adjustment of contract time , if any , and the basis of compensation for such work. Work called for by a change order shall be performed fully and completely and in accordance with the original contract requirements except for the specific change mentioned in the change order . Drawings accompanying change orders shall be deemed a part of such change order . Responsibility for any change or deviation from the contract drawings or specifications without the authority of a change order shall rest entirely with the Contractor . However , if ordered in writing by the Engineer, the Contractor shall proceed with the work so ordered prior to actual receipt of an approved contract change order thereof. Adjustments, if any, in the amounts to be paid the Contractor by reason of any change order shall be determined as hereinafter stipulated. Such changes shall in no way affect , vitiate , or make void this contract or any part thereof , except that which is necessarily affected by such changes and is clearly the evident ' intention of the parties to the contract. G7.15 Time of Completion. Time is the essence of this contract . ' The Contractor shall complete all work called for under the contract within the time set forth in the Special Provisions. G7 . 16 Unavoidable Delays . The Contractor will be granted an extensi noof time for completion of the work beyond that named in the Special Provisions, for delays which may result through causes beyond the control of the Contractor and which he could not have provided against by the exercise of care , prudence , foresight, and diligence.
